ROMANIA HSSE ADVISOR

OPERATIONS
-
Provide training and guidance to employees on HSSE matters, including emergency response procedures, the proper use of personal protective equipment, and the handling of hazardous materials
Assist with the investigation of accidents and incidents, including collecting and analyzing data and completing reports -
Monitor and report on HSSE performance, including tracking and analyzing metrics such as accident and incident rates, near-miss reporting, and environmental performance
Support the development and implementation of HSSE policies and procedures, including contributing to the development of HSSE training materials - Work with the HSSE Team to develop and implement HSSE improvement plans and initiatives
- Act as a resource for employees on HSSE matters, providing guidance and support as needed
- Responsible for the organization and development of all civil protection and emergency situations activities and in the field of emergency situations according to the legal provisions in force, of the regulations, instructions, and internal orders.
- Plan, organize and monitor the activity of prevention and intervention in the areas of civil protection and emergency situations.
- Ensures the administration of the Emergency Cell (convocation of members, preparing material for meetings, meeting minutes, drafting decisions adopted by the emergency cell).
- Prepare and update the Emergency Situations Plans.
- Prepare the Emergency Crises Plan in the event of a specific emergency caused by catastrophic events.
- Ensures the identification, evaluation and monitoring of specific risk factors that generate dangerous events.
- Verifies through alarm exercises the viability, state of operability and intervention.
- Elaborates and implements plans regarding annual and monthly civil protection activities and emergency situations and trainings plans for employees.
- Presents information regarding the implementation of civil protection measures, training and other specific issues/matters.
- Proposes measures to improve the civil protection and emergency situations activities.
- Elaborates the Emergency Situation (ES) topics for all training phases, establishing, the frequency of appropriate ES instructions to be delivered, ensuring the information and training of workers in the area of emergency situations at work and verify the employees knowledge and awareness.
- Prepare individual employment ES sheets and conducts general introductory ES inductions for new employees.
- Distributes individual ES training sheets to heads of departments, etc., who are responsible for regular ES training/instruction.
- Periodically check the records in the individual ES training files.
- Makes scheduled and unscheduled checks of compliance with ES rules.
- Prepares, at the established deadlines, the information, reports, statements and situations required by the management of the company and the authorized institutions in relation to the performance of specific ES activities.
- It carries out checks regarding the Knowledge implementation and application by all workers of the measures provided for in the emergency situation plan, of their own instructions, as well as of their duties and responsibilities in the field of ES at work established by the job description.
- Develops the training-testing program on the ES line at the organization level.
- Update and implement internal procedures and regulations regarding emergency situations at work, according to the legal requirements.
- Perform hazard hunts, facilities inspections, held stand downs for HSE and ES areas.
- It ensures the identification, evaluation and monitoring of specific risk factors that generate dangerous events.
- Ensure the management of the relationship with local authorities (i.e., Inspectorates for Emergency Situations, Labor Inspectorates, Environmental Agencies, Environmental Guards, Civil Protection Agencies etc.).
- Establish, order and monitor the implementation of corrective measures following inspections carried out by local authorities.
- Elaboration of documents specific to emergency situations.
- Control of compliance with fire prevention and fire fighting measures.
- It presents information and reports regarding the implementation of fire protection measures, preparation and other issues specific to emergency situations.
- Prepare the trainings thematic and tests topics for the entire organization on annual basis.
- Prepare the documentation for obtaining the documents regulating the activity, according to the field of activity of the organization - notices, environmental authorizations, agreement to disposal waste water, other agreements, etc.
- Prepare and submit records and reports to the authorities responsible for environmental protection, in accordance with the legal provisions or those established in the regulatory acts.
- Ensures the collection of the data and information necessary for the submission of monthly statements to AFM and the payment of the related taxes as well the archiving of the relevant records (i.e., the monthly AFM statement, the calculation of the tax for emissions, etc.).
- Ensure communication and collaboration with environmental authorities (ANPM, AFM, Apele Romane etc.), organizations responsible for waste generated and performs monthly reporting, with third parties (for example, organizations specialized in carrying out environmental assessments, suppliers for waste disposal etc.) for carrying out various activities related to the environment.
- Ensure compliance with the action plan regarding the minimization of negative effects on the environment.
- Prepare, obtains approval, distributes and monitors the implementation of a waste reduction program for the waste resulted from the activities performed at the organization level.
- Monitor environmental factors (i.e., waste water analysis, emissions analysis, etc.).
- Prepare the register of normative acts related to environment protection, emergency situations and civil protection and monitors compliance with legal requirements.
- Draws up preparation and response plans in case of environmental emergencies and tests their effectiveness through exercises.
- Prepare the inspection program to verify compliance with the legal requirements, organization requirements and policies and reports the results of the inspections in the Company's database (WPTS).
- Monitor the fulfillment of legal objectives regarding waste management.
- Identify the environmental aspects that characterize the activities carried out by the organization, determine their significance, and establish the relevant objectives and control measures.
- Report in the database (WPTS) of the organization the events that have an impact on the environment and participates in the investigation of those.
- Perform HSE external audits of the organization's suppliers /subcontractors and reports the results of the audits in the Company's database (WPTS).
- Organize and performs environmental protection inspections at the organization locations.
- Assist during the inspections of local authorities such us: Labor Inspectorate, Environmental Agencies, Environmental Guards, Emergency Inspectorates etc.
- Contribute to the development of strategies and action plans, as well as the implementation of measures to improve performance in all areas of environmental sustainability, including but not limited to: energy, waste, emissions, water, travel, biodiversity, discharges, buildings energetic efficiency, community engagement, environmental compliance etc.
- Work with all relevant functions from the organization to develop and implement environmental sustainability engagement activities for key stakeholders.
- Create, maintain, and promote formal environmental sustainability instructions/procedures to demonstrate continual improvement of environmental performance.
- Assist with managing the implementation and maintenance of the OEPS requirements for HSE and sustainability. This includes maintaining registers of environmental and sustainability legislation, reviewing environmental risks and opportunities, and conducting internal and external HSE audits.
- Assist with maintaining external accreditations of the ISO 14001 and ISO 45001 by reviewing specific local documents, undertaking internal audits, and participating in the Clients and Accreditation Bodies audits.
- Assist with the HSE and sustainability audits at local level.
- Participate in the meetings relevant to HSE and sustainability.
- Develop and maintain a data management system for accurate record keeping for internal and external reporting obligations in relation to HSE and environmental sustainability.
- Lead on developing and maintaining a robust data collection, monitoring and reports in the organization data bases (i.e., WPTS) for all environmental sustainability initiatives.
- Is responsible for the collection, monitoring and analysis of data and presentation to organization local management by preparing regular reports on the performance of environmental sustainability strategies, environmental improvement plans, spills response plan, other action plans, and instructions/procedures.
- Create an environmental emergency drills plan and organize and conduct drills and report these in WPTS.
- Create and maintain a robust monitoring and reporting system of environmental sustainability performance statistics to publish for external reporting obligations.
- Identifies opportunities for environment and sustainability improvement, upload them in WPTS and monitor effectiveness of these.
- Upload and process the environment and sustainability management of changes (Mo C), in WPTS, and assist with the implementation of these.
- Monitor the consumption of water, gas and electricity within the organization active facilities Establish and maintain energy and carbon databases, including metering and controls databases.
- Identify projects that will improve the accuracy and quality of environmental sustainability data.
- Contribute to the development of a net zero carbon plan and take ownership in monitoring performance of carbon emissions.
- Ensure close liaison with key internal stakeholders including staff, and on-site contractors, by developing and supporting sustainability initiatives across the organization at local level.
- Undertake research in all aspects of environmental sustainability to keep up to date with legislative and regulatory compliance, as well as developments in the industry.
- Reports in WPTS the HSE and sustainability meetings as directed by the line manager.
- Use the Stop Work Authority whenever observes unsafe acts and/or unsafe situations by using the RADAR cards system as well as reports any hazards and risks using same system.
- Performs hazards hunts, facilities inspections, walk abouts, environmental walk arounds/inspections within the active facilities of the organization and as directed by the line supervisor at well sites and contractors’ sites.
- Propose presentations and present in the general HSSE meetings within the organization.
- Perform safety inductions for visitors’ and contractors as required.
- Control and monitor the compliance to the health & safety local legislation requirements.
- Responsible for the activity within the Internal Prevention and Protection Service.
- Provide consultancy to the departments, to those who coordinate different departments within the organization regarding the legislative regulations in force and the norms regarding health and safety at work;
- Report in organization data bases (i.e., WPTS, RADAR, Waste Management etc.) as requested, investigate and keep records of the work-related incidents/accidents, Near Misses, Spills and occupational illnesses in line with legal requirements;
- Preparing monitors and updates Prevention and Protection Plans.
- Elaborates the occupational health and safety topics for all training phases, establishing, in writing, the periodicity of appropriate health and safety instructions to be delivered for each job, ensuring the information and training of workers in the field of safety and health at work and verifying the acquisition and application by workers of the information received.
- Prepare individual employment health and safety sheets and conducts general introductory H&S instructions for new employees.
- Distribute individual health and safety training sheets to heads of departments, etc., who are responsible for regular H&S training/induction.
