Offshore HSE Officer

Responsibilities of the Offshore HSE Officer:

• Implement HSE policies, procedures, and regulations across all offshore operations to ensure a safe working environment.
• Conduct routine safety inspections, audits and risk assessments (including job safety analyses – JSA) to identify potential hazards and ensure compliance with safety standards.
• Assist in the investigation of incidents, near misses, and unsafe conditions, providing recommendations for corrective actions.
• Ensure compliance with OSHA regulations and industry-specific HSE requirements.
• Assist in developing and delivering HSE training programs, such as H2S awareness, confined space entry, and risk assessments for all offshore personnel.
• Participate in daily safety meetings, toolbox talks, and hazard communication (HAZCOM) sessions to promote safety awareness.
• Monitor and enforce the proper use of personal protective equipment (PPE) and adherence to safety protocols.
• Ensure emergency response plans are understood, and participate in safety drills and exercises.
• Maintain accurate records of safety documentation, including incident reports, safety logs, and training certifications.
• Work closely with HSE supervisors, management, and contractors to address any safety concerns or non-compliance issues.
• Monitor and ensure compliance with international safety certifications such as OPITO-approved BOSIET/TBOSIET and H2S.
• Support environmental compliance efforts and participate in pollution prevention initiatives.

Requirements:

• Diploma or Bachelor's degree in a relevant field – Occupational Health and Safety, Environmental Science, Engineering etc.
• Must hold NEBOSH IGC certification or any other valid safety certification.
• Professional membership in one of the following; ASP, CSP, CRSP, CMIOSH, NCSO, MIIRSM.
• Minimum of 7 years of relevant HSE experience, specifically related to offshore or the contractor's scope of work.
• Proficient in OSHA regulations, incident investigation, risk assessment, and confined space entry.
• Certified in BLS first aid (Saudi or American Heart Association) and H2S awareness.
• Strong working knowledge of OPITO-approved BOSIET/TBOSIET and H2S standards.
• Excellent communication and interpersonal skills with the ability to promote a safety culture effectively.
• Strong organisational and record-keeping abilities.
• Able to identify potential risks and provide practical safety solutions.
• Experience working in remote and high-risk environments.
