Job Title: Health, Safety, and Environment (HSE) Manager

Reports to: Project Director or Senior HSE Director
Job Summary:
The HSE Manager will be responsible for ensuring compliance with all relevant safety and environmental regulations, developing and implementing world-class HSE strategies, and fostering a culture of safety across the NEOM project. This position plays a critical role in maintaining the project's commitment to sustainability, innovation, and zero-harm principles.
Key Responsibilities:
Pay: ﷼10,000.00 - ﷼13,000.00 per month

Job Summary:
The HSE Manager will be responsible for ensuring compliance with all relevant safety and environmental regulations, developing and implementing world-class HSE strategies, and fostering a culture of safety across the NEOM project. This position plays a critical role in maintaining the project's commitment to sustainability, innovation, and zero-harm principles.
Key Responsibilities:
- Strategic HSE Planning:
- Develop and implement comprehensive HSE management systems and strategies in alignment with NEOM’s sustainability goals.
- Establish and maintain HSE objectives, policies, and procedures to achieve a zero-harm workplace.
- Compliance and Regulations:
- Ensure compliance with Saudi Arabian regulatory requirements, international HSE standards, and NEOM-specific guidelines.
- Liaise with government bodies, contractors, and stakeholders to maintain regulatory adherence.
- Risk Management:
- Conduct regular risk assessments, hazard identification, and impact analysis for all project phases.
- Implement robust risk control measures and emergency response plans.
- Training and Development:
- Develop and deliver HSE training programs to employees, contractors, and stakeholders.
- Promote a strong HSE culture through workshops, safety campaigns, and leadership engagement.
- Monitoring and Reporting:
- Monitor on-site activities to ensure adherence to HSE protocols.
- Prepare and submit detailed HSE performance reports, incident investigations, and corrective action plans.
- Incident Management:
- Lead investigations into accidents, near-misses, and safety breaches.
- Ensure timely implementation of corrective and preventive measures.
- Sustainability and Environmental Stewardship:
- Support NEOM’s environmental sustainability initiatives, including carbon reduction, waste management, and biodiversity conservation.
- Coordinate environmental impact assessments and audits.
- Team Leadership:
- Manage and mentor the HSE team to achieve operational excellence.
- Build strong relationships with contractors, suppliers, and stakeholders to ensure collaboration on HSE matters.
- Education:
- Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
- Relevant certifications (NEBOSH, IOSH, CSP, CHMM) are mandatory.
- Experience:
- Minimum 10 years of experience in HSE management, preferably on large-scale construction or infrastructure projects.
- Prior experience in the Middle East or similar projects (smart cities, mega developments) is a strong advantage.
- Skills:
- Deep knowledge of HSE regulations, risk management, and international standards.
- Strong leadership, communication, and problem-solving skills.
- Proficiency in HSE software tools and reporting platforms.
