National Gallery Singapore is a leading visual arts institution which oversees the world's largest public collection of Singapore and Southeast Asian modern art. Situated at the birthplace of modern Singapore, in the heart of the Civic District, the Gallery is housed in two national monuments - City Hall and former Supreme Court - that have been beautifully restored and transformed into this exciting 64,000 square metre venue. Reflecting Singapore's unique heritage and geographical location, the Gallery aims to be a progressive museum that creates dialogues between the art of Singapore, Southeast Asia and the world to foster and inspire a creative and inclusive society. The Gallery also works with international museums such as Centre Pompidou, Muse d'Orsay, Tate Britain, National Museum of Modern Art, Tokyo (MOMAT) and National Museum of Modern and Contemporary Art, Korea (MMCA), to jointly present Southeast Asian art in the global context, positioning Singapore as a key node in the global visual arts scene.
In 2020, the Gallery was the only museum in Southeast Asia that received a ranking in The Art Newspaper's annual global survey of attendance at art museums, taking 20th place. In 2018, the Gallery was also the first museum in Asia to receive the Children in Museums Award by the European Museum Academy and Hands On! International Association of Children in Museums. It also won the awards for "Best Theme Attraction" at TTG Travel Awards 2017, "Best Attraction Experience", "Breakthrough Contribution to Tourism" and "Best Customer Service (Attractions)" at the prestigious Singapore Tourism Awards in 2016 for its role in adding to the vibrancy of Singapore's tourism landscape.

DESIGNATION : Director, Finance

RESPONSIBILITIES
IN BRIEF
A key member of the leadership team with responsibilities in overseeing and spearheading our Finance & Administration functions and corporate governance. The Director (Finance & Administration) works closely with the CEO of the National Gallery Singapore (Gallery) and Singapore Art Museum (SAM) to lead and implement strategic and operational matters relating to the financial health of the Gallery as well as office administration for the Visual Arts Cluster consisting of the Gallery and SAM.
KEY RESPONSIBILITIES
Strategy, Planning & Management
  • Serve as a strategic business partner to the senior leadership team through financial and management planning, information analysis, and recommendations.
  • Assess and evaluate financial performance of the Gallery with regards to its long-term operational goals, budgets, and forecasts, and provide insights and recommendations to meet both short-term and long-term objectives.
  • Liaise with the Ministry and other government and funding agencies (e.g. Tote Board, National Arts Council, etc) on all matters regarding the Gallery's annual or cyclical operating or capital expenditure budgets, fundings or grants to support the Gallery's recurring or project-related expenditures.
  • Be a champion of operational excellence by seeking a thorough understanding of the Gallery's operations, identifying gaps in processes, mapping out best practices, influencing changes as deemed necessary to move towards a high performing organisation
  • Be part of the executive management team and participate in pivotal decisions as they relate to strategic initiatives and operational models for the Gallery and SAM.
Financial Analysis, Budgeting & Forecasting
  • Oversee preparation and presentation of reports including forecast vs budget analysis.
  • Review and analyse financial results and provide recommendations for improvements.
  • Lead the financial planning, budgeting process and periodic forecasting process
Accounting, Treasury & Audit
  • Oversee the preparation and presentation of financial statements.
  • Oversee the month-end and year-end close process, ensuring all transactions are accurately and appropriately accounted for in a timely manner and in accordance with financial reporting standards, and all applicable statutory requirements.
  • Oversee the completion of statutory audits and internal audits
  • Oversee the strategic investment portfolio of the Gallery, with timely reporting to Investment Committee and Board as required.
  • Review and ensure application of appropriate internal controls, compliance and financial procedures. Be a champion of good corporate governance.
  • Ensuring compliance of all applicable tax requirements and ensure compliance with respective financial policies and SOPs.
Financial Control, Grant and Donation Management, Board and Sub-committee Support
  • Manage the cash flow planning process and ensure funds availability. Institute a robust cashflow planning process to achieve a clear line of sight of the Gallery's financial health.
  • Oversee cash, grants, donations (including donations-in-kind) and asset management. Ensure that SOPs are updated periodically to reflect best practice and oversee the operationalisation of these SOPs in the Gallery.
  • Engage the Audit and Risk Committee, Exco, Investment Committee or Finance Committee, where applicable and Board to develop short-term and long-term plans, projections and budgets. Oversee the secretariat of the Audit and Risk Committee and Investment Committee.
Procurement
  • Oversee the procurement team and provide direction and guidance to ensure compliance with procurement policies and procurement framework, which are benchmarked against best practices and governance, and are well understood by user departments.
Visual Arts Cluster (VAC) collaboration
  • Work closely with the other Visual Arts Cluster (VAC) entities of Singapore Art Museum and STPI Creative Workshop on all finance, procurement and risk-related matters.


QUALIFICATIONS
  • Bachelor's degree in accountancy, Finance, CPA, ACCA or equivalent with 15 years of proven finance leadership experience.
  • Outstanding knowledge and understanding of compliance, reporting, tax and financial principles.
  • Significant experience working with external auditors, internal controls and compliance-related matters.
  • Outstanding communication, project management and presentation skills.
  • Strong ability to manage complexity and ambiguity and managed multiple stakeholders.
  • Strong analytical, reasoning, and problem-solving skills.
  • Good interpersonal skills with the ability to collaborate effectively with cross-functional teams and build relationships with internal and external stakeholders.
  • Relevant experience in non-profit organisations and interest in the arts will be an advantage.
  • Strong people leadership experience with a proven track record in nurturing and building an effective, cohesive and collaborative team
