Senior Manager, Estimation & Analysis

We are seeking an experienced and strategic Head of Estimation & Analysis to lead and direct our E&A team. The ideal candidate will play a key role in driving company’s business objectives by developing robust cost estimating strategies, overseeing project bids, and ensuring competitive pricing decisions. This position requires a detail-oriented leader with strong commercial acumen and extensive experience in cost estimation, particularly in the marine and offshore industry.
Key Responsibilities:
- Leadership & Strategy: Direct and manage estimation resources, develop cost strategies, and analyze completed projects and cost data to align with company’s business goals.
- Team Development: Ensure E&A team members are properly trained, equipped with the latest skills and methods, and adequately resourced to deliver high-quality results.
- Tender Review & Costing: Lead thorough reviews of tender specifications to ensure accurate and competitive project costing, in line with contract requirements.
- Post-Mortem & Continuous Improvement: Conduct post-mortem cost analyses and lessons learned on unsuccessful tenders to refine future strategies.
- Techno-Commercial Negotiations: Lead vendor and customer clarifications and negotiations alongside Procurement and Marketing teams to ensure optimal contract terms.
- Process Improvement: Establish, implement, and refine E&A business processes to enhance the credibility and accuracy of cost estimates, keeping the company competitive.
- Bid Analysis System: Oversee the setup of a bid analysis system to evaluate cost estimates by categories, trades, cost codes, etc., to improve pricing decisions.
- Project Costing Implementation: Develop and apply cost estimation strategies that include labor, materials, equipment, outsourcing, and project layout.
- Data Management & Reporting: Maintain a project cost database and prepare accurate cost estimations and bid analysis for senior management review.
- Cross-Department Collaboration: Work closely with departments like Marketing, Project Management, Procurement, and Finance to coordinate scope and evaluate technical cost issues.
- Budget Preparation: Prepare and hand over commercial budgets to Project Managers upon project award, ensuring alignment with contractual requirements.
- Additional Responsibilities: Perform other duties as assigned by the superior.
- Education: Degree/Diploma in a technical discipline.
- Experience: Minimum of 10 years of commercial experience in cost estimation and/or quantity surveying, preferably in the Singapore marine and offshore industry.
- Specialized Knowledge: Familiarity with the fabrication of Oil & Gas process modules, structures, and skids.
- Skills: Strong analytical, problem-solving, and communication skills (both written and verbal).
