What the role is
The National Heritage Board of Singapore (NHB) is recruiting a Senior Project Manager for a 2-year research project focused on developing Sustainable Collections Care in Tropical Climate Building Environments, led by the Heritage Conservation Centre (HCC). The project seeks to develop a decision model and simulation tool to guide Singapore heritage and cultural institutions on how to set their Collection environments to reduce the associated carbon footprint while ensuring the preservation of the Collections.

HCC is an institution under NHB with a purpose-built facility for the storage and conservation of all artworks and artefacts in Singapore’s National Collection. The incumbent will be located at the Heritage Conservation Centre (HCC) and will be responsible for ensuring smooth and efficient management of the mentioned HCC collaborative research project. S/he will report directly to the research project lead.

The project requires highly collaborative and well-coordinated teamwork among the various key stakeholders from the public sector of Singapore, including but not limited to HCC specialists and the NHB Facility Management teams in charge of environmental management for selected museums and collection storage buildings. HCC will also collaborate with several partners from the GLAM (Galleries, Libraries, Archives, and Museums) sector in Singapore. Additionally, the project will partner with established local research institutes, specifically to develop the modelling and simulation work. Local and international experts and service providers will also be involved, especially to help characterise the aging behaviour of materials found in the collection.
What you will be working on

• Support the Project Lead in refining the research project planning and managing the project accordingly, including scheduling, budgeting, coordination, handling legal / collaboration agreements, and ensuring expected reports are assembled and submitted on time.
  
• Oversee and manage the schedule for the research project, liaising and updating all partners and collaborators as needed.
  
• Administer the project budget, including budget allocation between partners, documenting and tracking as needed.
  
• Manage the associated procurement for the project, including preparing all supporting documents and ensuring timely delivery of services and goods as planned while complying with all set requirements and regulations.
  
• Drive progress for all research phases, ensuring all tasks are completed appropriately, timely and in a well-coordinated manner.
  
• Ensure effective teamwork and communication with stakeholders, staff across departments and NHB divisions, partnering agencies, contractors and other external parties, including arrangement, minuting of project team meetings, and preparation of project reports.
  
• Take on other tasks associated with the project, such as logistics and administrative matters related to guest arrangements, insurance requirements, and supporting trips for HCC research team officers.
  

What we are looking for

• Preferably at least 5-7 years of relevant working experience in areas related to Project Management, preferably in research, cultural heritage, or museum sectors.
  
• Background Project Management, Preventive Conservation, Museum Studies, Heritage Conservation, or a related discipline is preferred.
  
• Strong project management skills with demonstrated experience in managing complex, multi-stakeholder projects and takes initiative, including the ability to manage budgets, schedule, contracts, procurement and resources effectively.
  
• Organised and meticulous, with excellent writing, negotiation and communication skills, including the ability to prepare reports and presentations.
  
• Strong interpersonal skills with the ability to work effectively with diverse teams and stakeholders.
  
• Familiarity with administrative processes in the Singapore Public Service sector; past exposure to tasks associated with data analytics, digital modelling and integration and associated requirement would be an advantage.
  
• Keen interest in the arts, heritage and museum field.
