Facilities and Infrastructure Compliance Officer

Drive SBV’s compliance with Regulatory Bi-laws
  • Oversee SBV's adherence to all relevant regulatory bylaws, external regulations, and internal policies impacting facilities and infrastructure.
  • Develop and manage a comprehensive compliance roadmap for the Facilities and Infrastructure department, ensuring compliance with ISO 9001:2015, SANS standards, and building regulations. This includes maintaining documented control procedures and updating them as needed.
  • Offer compliance and regulatory guidance to the Head of Facilities and Infrastructure, who holds the designated 16.2 appointment for SBV facilities and infrastructure.
  • Identify and mitigate potential compliance risks associated with current and planned facilities and infrastructure activities.
  • Continuously monitor the regulatory landscape in South Africa and Rest of Africa, staying informed of changes impacting facilities and infrastructure compliance.
  • Implement Compliance Strategies: Develop and implement compliance risk management plans, ensuring adherence to applicable South African and Rest of Africa legislation.
  • Collaborate in developing and updating policies and procedures within the Facilities and Infrastructure framework to align with evolving regulatory requirements.
Manage Compliance Administration for the Facilities and Infrastructure function.
  • Facilitate the preparation, coordination, and submission of all compliance documents related to Facilities and Infrastructure activities.
  • Facilitate meetings with relevant stakeholders to gather information and ensure alignment during the compliance process.
  • Conduct administrative close-out procedures to verify complete and accurate recordkeeping of all compliance documentation.
  • Manage project risks, issues, and escalations within established frameworks for construction management, regulatory compliance, and governance.
  • Monitor compliance with all applicable building regulations, legal requirements, and industry standards.
  • Collaborate with architects to ensure final completion certificates are issued for all construction projects.
  • Verify adherence to Occupational Health and Safety Act (85 of 1993), National Building Regulations Act (103 of 1977), and approved Co C certificates.
  • Maintain records of occupational certificates, building plans, and structural engineer certificates demonstrating compliance with statutory codes.
  • Facilitate the submission of fire completion certificates to local authorities.
Report and Manage on all Compliance related findings within the Facilities and Infrastructure Framework
  • Prepare and submit compliance reports and applications to relevant regulatory authorities in South Africa and Rest of Africa, ensuring adherence to Facilities and Infrastructure frameworks.
  • Conduct inspections of Facilities and Infrastructure based on established checklists, analysing findings, and presenting recommendations for risk mitigation to the Head of Facilities and Infrastructure.
  • Champion the development and implementation of changes that promote a strong culture of Facilities and Infrastructure compliance.
  • Create and manage administrative tools (dashboards, project libraries) to facilitate accurate and timely record keeping and compliance documentation practices.


Manage Facilities and Infrastructure Contracts Management Framework
  • Create and apply the contractual framework within the Infrastructure and Facilities landscape, distributing to the Legal, Procurement and other relevant teams to highlight risks and align to the SBV governance methodology.
  • Co-craft with procurement and legal in the procurement of Facility Management service providers, consultancy support and works contracts in accordance with SBV’s financial and procurement policies and procedures.
  • In conjunction with procurement, negotiate and assist in drafting of suitable service or concession agreements and contracts in relation to the developing and operating of projects aligned to SBV policies and procedures as well as industry best practice guidelines.
  • Support the Procurement, Risk and Legal teams to highlight the risks associated with all the necessary legal documentation relevant to the real estate and development process that needs to be implemented, through the review of contracts, appointments, sales agreements, leases, warranties, performance guarantees, purchase contracts, utilities contracts, title deeds etc. to facilitate and deliver upon contractual agreements.
  • Lead and supervise construction contracts for example the Joint Building Contracts Committee, International Federation of Consulting Engineers, National Electrical Code (NEC), Government Certificate of Competency (GCC) etc.
  • Review all contractual obligations and in line with the Facilities and Infrastructure framework.


Stakeholder Management
  • Interact with various stakeholders to seek their opinion on Facilities and Infrastructure legislative/regulatory requirements. Collaborate with internal and external stakeholders to create a culture of compliance relating to Facilities and Infrastructure activities.
  • Assist the Head: Facilities and Infrastructure in the provision of compliance advice in-house as and when required.
  • Manage communication, including client, user, internal and external stakeholders, and relevant authorities.
  • Manage SBV’s Risk and Security policies and procedures in relation to vetting Security and escorting of external vendors onsite.
  • Oversee the integration of the workstreams, collaborating with procurement, legal as well as other leads to ensure alignment and compliance to SBV processes, service level agreements as well as procurement guidelines.
  • Collaborates with business stakeholders to identify, define, and execute compliance-related activities, fostering a culture of proactive compliance awareness and advisory services within the facilities and Infrastructure portfolio.


Contribute to the organisation’s governance initiatives
  • Subscribe and align to SBV Services' ISO 9001:2015 Quality Management Standards, ensuring the department’s processes and quality management system is at all times in compliance with the standard.
  • Support SBV Services’ ESG journey, reporting on and managing the ESG requirements to ensure a positive reflection and outcome.


Provide leadership to employees within the organisation, creating a winning culture and high morale
  • Lead as an Ambassador and executor of Change.
  • Act as a change management architect in periods of change to ensure continuity to operations.
  • Effectively communicate and embed new processes and procedures as they occur addressing or escalating matters / concerns to the SME’s (subject matter experts) when required.
  • Facilitate the necessary presentations, workshops, or forums to ensure consistent and accurate communication is given across one’s centre/s.

Minimum Requirements: Work experience
  • 3 years in legal & regulatory compliance and contract management
Minimum Requirements: Education
  • Degree in Law or related qualification
  • Certificate/diploma in compliance management (highly preferred)
