Context:
The Office of Internal Oversight Services (OIO) reports to the Director General and provides
IOM with internal audit, investigations and evaluation services.

The Investigations Division of OIO undertakes preliminary assessments and investigations into
alleged violations of IOM’s regulations, rules and relevant administrative instructions, such as,
but not limited to, fraud, theft and embezzlement, corruption, sexual exploitation and abuse,
sexual harassment, abuse of privileges and immunities or of authority, harassment,
whistle-blower retaliation or other acts or omissions in conflict with the general obligations of
IOM personnel. Mandate over third parties


Under the direct supervision of the Director, OIO, the Deputy Director, Investigations Division
will be responsible for the following duties:

Core Functions / Responsibilities:
1. Direct and manage activities of the OIO Investigations Division, including its Regional
Investigation Centers, in an efficient and effective manner, in order to meet the needs of the
Organization as well as the expectations of all stakeholders.

2. Direct and plan the conduct of investigations in OIO in accordance with established
standards, policies, and procedures, ensuring that the resulting reports are of a high quality and
issued timely.

3. Manage, guide, and train, Investigators, experts and Consultants, fostering teamwork and
communication among staff across organisational boundaries.

4. Identify systemic weaknesses and deficiencies encountered in investigations and submit draft
management letters with recommendations to the Director for submission to Senior
Management.

5. Formulate, monitor and report on an annual plan of work, taking into account emerging
caseloads and profiles and establish the modalities to be used in assessing risks and
determining priorities for complaints received and cases to be investigated.

6. Directly perform investigations of very high priority, sensitive and complex cases, where
necessary.

7. Formulate and implement policies and procedures for the management of investigations into
allegations of wrongdoing and contribute to the formulation of policies and procedures for the
promotion of ethical conduct and accountability in the Organization.

8. Prepare periodic reports on the status and results of investigations to internal and external
stakeholders, in line with applicable agreements and policies.

9. Formulate and implement a strategy for communicating the investigations function to staff and
external stakeholders to make them understand how the function operates and helps to
strengthen integrity and accountability.

10. Liaise and represent OIO with entities and stakeholders within and outside IOM on matters
concerning investigations.

11. Coordinate and maintain collaboration with oversight offices of other United Nations
agencies and organizations.

12. Support the Director, OIO in ensuring that resources allocated for the investigations function
are properly applied both in the short and long term.

13. Represent the Director, OIO and act on their behalf in their absence, as delegated.
14. Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education
  • Master’s degree in Law or another directly related field from an accredited academic institution
with fifteen years of relevant professional experience in investigatory work. Experience
Essential
  • A minimum of fifteen years progressively responsible professional work of which at least ten
years must be of investigatory or prosecutorial work. work; and,
  • Ten years of managerial experience (including team leadership), preferably in an international
environment.
Desirable:
  • Field experience in complex and challenging operating environments.

  • Excellent management and technical leadership skills;
  • Strong sense of impartiality, objectivity and confidentiality;
  • Mature judgment and initiative, energy and tact;
  • Ability to lead strategic planning, results-based management and reporting to achieve impact;
  • Ability to lead in the formulation and implementation of polices relating to investigations;
  • Ability to establish harmonious and effective working relationships, both within and outside the
Organization; and,
  • Strong knowledge of UN system policies, rules, regulations and procedures is highly desirable.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
