Context:
As an important function of its mandate, IOM is the Cluster Lead Agency for Camp Coordination
and Camp Management (CCCM) for natural disaster-induced displacement situations under the
2005 IASC Humanitarian Reform.

Timely and accurate information is integral to successful coordination of humanitarian action in a
camp setting. The ability to collect, collate, analyse, disseminate and act on data pertaining to
the protection and welfare situation of camp residents is fundamental to an effective
intervention. For information to support analysis for operational and strategic decision-making,
shared standards and common approaches are required to facilitate delivery and monitoring of
assistance within and across sectors, undertake gap analysis in determining priorities, and
contribute to better identify and address protection risks, including of Gender-Based Violence
(GBV).


Under the overall supervision of the Director, Department of Humanitarian Response and
Recovery (DHRR) and the direct supervision of the CCCM Global Cluster Coordinator, the
Information Management Officer CCCM will support in the fulfilment of their coordination
mission to provide leadership in emergency and crisis preparedness, response and recovery to
work in partnership to improve the protection and welfare of the camp residents; ensure
evidence-based actions, gap-filling and sound coordination; enhance accountability,
predictability and effectiveness of global CCCM coordination and operations.

Core Functions / Responsibilities:
1. Work with CCCM Information Management Officers (IMOs) at the country level to collect,
assess and review current existing IM tools used in different missions for cluster and, camp
management activities. Develop a community of practice amongst CCCM Cluster Information
Management Officers.

2. Work with the CCCM Global Cluster Coordinator to identify IM needs and gaps, including:
a. Initiate planning, design, implement and maintaining the global IM templates, reporting tools,
and related systems that will help increase standardized tools and products at both global and
country levels;

b. Maintain a comprehensive and up-to-date list of cluster coordinators and information
managers;

c. Compile master list of CCCM indicators, to identify core indicators for use in clusters and
operations; and,

d. Develop an analytical framework for the cluster.
3. Ensure that IM tools and reporting templates for country-level clusters and missions
incorporate gender and age disaggregation of data and reporting on more vulnerable groups
and support the mainstreaming of protection and GBV.

4. Manage and maintain existing online platforms being used by the global cluster (in
consultation with global cluster co-lead, UNHCR), and IOM’s CCCM Unit. Propose
improvements and upgrades required and support development of new platforms as required.

5. Act as the CCCM Cluster focal point for OCHA-chaired Information Management Working
Group (IMWG) and its relevant sub-working groups. Work with IMWG on cross-cluster
information management and analysis at the strategic level, such as Cluster Performance
Monitoring and Cluster Description Mapping.

6. Liaise with the GBV Ao R and GBV working groups to strengthen collaborations between
CCCM and GBV actors in the field.

7. Contribute to regular reporting and dissemination on IOM’s global CCCM and Global Project
activities and ensure smooth sharing of incoming information within the team. Maintain CCCM
contact list for IOM and global partners.

8. Support technical liaison activities with the Shelter and the DTM team and other relevant
departments in the Preparedness and Response Division (PRD) to ensure coordinated and
efficient process of relevant CCCM projects at the global as well as country levels.

9. Provide technical and remote support to CCCM IMOs at the country-level, include taking duty
travel as required.

10. Review and analyse country updates, DTM reports, and liaise with country missions to

collect and systematically review best practices. Provide summaries, key highlights, and reports
that contribute towards planning as well as impact analysis. Include creating maps and graphics
from analysis and data collected.

11. Ensure adequate monitoring mechanisms are in place at both global and the country level to
review impact and collect lessons learned. Support country-level cluster to enforce data
confidentiality guidelines adopted by the CCCM Cluster, to protect sensitive data.

12. Ensure adequate reporting and effective information sharing amongst all partners including
Strategic Advisory Group (SAG) members, other cluster IMs and IMWG.

13. Work with colleagues in Department of Humanitarian Response and Recovery (DHRR) to
improve and/or set up of data collection and analysis mechanisms and systems to track
activities, deployments, institutional questionnaires, etc.; including provision of training on the
use of tools and techniques for the collection, management and visualization of data.

14. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
  • Master’s degree in data management, Geographic Sciences, Computer Sciences, Information
Technology and Statistics or a related field from an accredited academic institution with five
years of relevant professional experience; or,
  • Bachelor’s degree in above fields with seven years relevant professional experience.
Experience
  • Field and headquarters experience as an Information Management Officer in CCCM Clusters,
camp management and/or DTM operations;
  • Proven experience in developing and using various CCCM Cluster tools – databases,
visualization and mapping tools –covering various displacement settings – camps and camp
settings as well as out of camps; and,
  • Track record of significant experience collaborating with other clusters and working groups,
including Protection, GBV, Child protection, and Shelter. Skills
  • Extensive knowledge of camp management-related technical guidelines, standards, indicators,
and capacity building initiatives;
  • Strong statistical analytic skills (required) and experience in web design and programming
(desired);
  • Knowledge of multi-variate mapping techniques;
  • Familiarity with the humanitarian reform and cluster approach; and,
  • Knowledge and expertise in the following area / software desirable:
o Data capture and analysis - MS Excel (Essential) and MS Access; (recommended), and other
online data sharing and collection platforms;
o Mapping - Arc GIS, QGIS;
o Graphics - Adobe packages – Illustrator, In Design Web Design - HTML, PHP, ASP; Power BI,
o Web development: Drupal Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.


For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
