Job Description
The Officer, Operational Efficiency will manage and enhance the grant management processes through a comprehensive business development and continuous improvement approach. Key responsibilities include:

Grant Regulations and Project Management:

• Coordinate development of grant management regulations and operational policies:
  • Ensure quality deliverables using rigorous work planning and project management.
  • Propose timelines, define tasks, allocate resources, execute plans, track deliverables, and manage stakeholders.
  • Monitor progress, resolve issues proactively, and escalate to senior management when necessary.
• Chair cross-functional meetings to ensure engagement and alignment.
• Support special projects related to grant management regulations, policies, and systems.

Grant Operational System Design:

• Assess future operational systems needs and resource requirements.
• Develop and revise grant management procedures with business owners.
• Coordinate integrated reviews to assess policy impacts on procedures, systems, and data.
• Develop business requirements and coordinate with IT for solution development and data migration.
• Design and execute user acceptance testing (UAT) and manage the transition to new systems.
• Document procedures and provide them to the Change Coordination team for uploading to the GM Share Point site.

Business Process Change Management & Support:

• Develop change management plans and materials in coordination with business owners and the GM Change Coordination team.
• Execute change management activities as assigned.
• Implement end-user support for business processes, ensuring high-quality and timely support, and track user queries and incidents.

Compliance Monitoring & Learning:

• Propose a risk-based monitoring approach for grant business processes.
• Monitor operational efficiency metrics and report exceptions to senior managers.
• Draft FAQs for policy, process, and system-related queries.
• Conduct periodic diagnostics of business processes to identify improvements and good practices.

Additional Responsibilities:

• Undertake tasks assigned by the Head, Grant Portfolio Solutions and Support or the Senior Manager, Operational Efficiency to address evolving priorities or urgent needs.

Deliverables:

• Reduction in workload and duration of key grant management processes over time.
• Successful delivery of project activities and milestones of the grant management transformation initiative.
• On-time delivery of business process changes according to corporate timelines.
• Successful implementation of change management.
• Reduction in support queries and user errors.
• Improvement in individual performance of grant management staff on key operational efficiency metrics.
• Engagement and stewardship of key stakeholders.

The Successful Applicant

• Experience with project management methodology;
• Experience coordinating between cross-divisional teams;
• Experience implementing organizational change using change management techniques.
