PROGRAMME MANAGEMENT OFFICER (Temporary Job Opening)

Org. Setting and Reporting
This post is located in the Debt Management and Financial Analysis (DMFAS) Programme of the Debt and Development Finance Branch (DDFB), Division of Globalization and Development Strategies Division (DGDS), of the United Nations Trade and Development (UNCTAD) in Geneva, Switzerland.
Responsibilities
Under the supervision of the Chief of the Programme, the incumbent is responsible for the following: • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Researches, analyses and presents information gathered from diverse sources. • Assists in financial policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertakes survey initiatives; designs data collection tools; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written financial outputs, e.g. reports, projections, statements, etc. • Provides substantive support to consultative and other meetings, conferences, etc., in particular to the annual donor consultation meeting, to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities as a member of the fund-raising group of the DMFAS Programme, monitors the renewal of current memorandum of understanding (Mo Us) and contributes to the drafting and approval process of new Mo Us with current or potential new partners of the programme. • Undertakes activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.), ensuring the availability of timely updated and comprehensive financial information and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Performs other duties as required.

Education
Advanced university degree (master’s degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration or related area, including relevant experience in budget/finance management, is required. Experience in administration of technical cooperation in the UN system is desirable. Experience in leading a team as a supervisor is desirable. Experience in preparing financial reports, projections, and statements is desirable.
Languages
Fluency in English (both oral and written) is required. Knowledge of French is desirable. Knowledge of another UN official language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
Special Notice
• This position is temporarily available for three months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. • Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station. • This temporary job opening may be limited to "internal candidates," who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15. • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. United Nations Considerations
