Role Purpose
The resource officer co-ordinates the efficient running of office facilities and systems in the British Council in order to provide day to day support to maintain the office and for an effective work of the Council around Head office and four teaching centres.
This is cross-office business support role and reports to Teaching Operations Manager. The postholder will be responsible for the day to day delivery of one or more support services including:
- Providing support in daily operation for the premises, events, teaching centres and sourcing supplier for general office goods and services.
- Responsible for facilities management in the premises which include assisting Cluster Business Manager and Teaching Operations manager in annual budget planning for maintenance and repairs of the premises, letting premises facilities to internal and external customers, oversee and monitoring office space and storage, postage services, external building management services company, on progress of maintenance, housing keeping works, technician, cleaning vendor, outsourced service providers and providing support in the areas of Inventory control of facilities resources, maintaining a database, safety, comfort and professionalism of all facilities related items.
Main accountabilities but not limited to the following:
Facilities and Premises Management
- Oversee office facilities and liaise with Facilities Management (ISS) to ensure smooth day-to-day running, proper productivity, safety, well-maintained of the SG building including manage daily operations scheduling, access control system, maintenance and repairs and renovations of office building according to operation needs and complying with British Council standards and accepted local legislation and practice.
- Manage changes and improvements as per business and operational needs.
- Oversee room booking system and activities in the building to ensure proper operating hour of building including air-con, lighting, security guard services, cleaner, photocopier and technician support with high level of efficiency and cost effectiveness.
- Oversee the On-site and off-site storage management and review monthly to contribute on control and adequate use of department and manage the clean-up exercise annually.
- Manage the mobile phone registration and provide an evaluating report to country director and Cluster Lead of English Teaching in order to ensure high level of efficiency and cost effectiveness.
- Manage and monitor Security, Health & Safety systems and Environmental compliance
- Manage access control mechanisms installed at the premises and maintain logs
- Ensure Business Continuity Plan review and update annually
- Conduct Health and safety briefing for all staff
- Liaise with ISS, external stakeholders, Teaching Centres, Exams and Event Team to carry out fire drills for SCR office according to British Council standards and local legislation.
- Ensure Health and Safety risk assessment of building are done annually
- Effectively meet required EFT level within suggested deadline
- Lead review and implement the environmental performance with Green team, EFT & ISS
- Assist in the management of premises running cost allocated and agreed by Cluster Lead of English Teaching and Cluster Business Manager
- Monthly budget progress reports and comparisons
- Review and recommend adjustments to budget for Cluster lead’s consideration
- Oversee professional, cost-effective, quality appointed suppliers for general office goods and services to provide a high quality services and delivery
- Ensure that contracts are reviewed in good time to allow sufficient time for a smooth transition to a new supplier in logistical terms according to procurement policy and process and decisions based on value for money.
- Manage and monitor customer feedback through and annual Facilities Suppliers Review.
- Manage annual review of approved suppliers and undertake suppliers review annually
- Maintain records & reports for Fixed Assets as per guidelines
- Effectively manage disposal of goods as per corporate and local legal guidelines
- Oversee Facilities and UK appointed accommodation inventory database up-to-date
- Ensure proper inventory management and review monthly to contribute on control and adequate use of supplies and quality evaluation
- Accurately prepare office petty cash and postage expenditure spreadsheet as per FABS standard processes for replenishment by each financial month end closure

- Assist any staff member with ad hoc support requests
- Manage information created and received in compliance with the British Council (Taiwan) Limited's information management standards, policies, the UK Data Protection Principles and local legislation

Requirements:
- Local language at C2 level for speaking and writing. English level at B2/C1 speaking and writing
- University degree in Business Administration, Finance or related discipline

Pay Band – 4/H (basic salary + performance bonus, depending on qualification and experience, negotiable)
Contract Type – Indefinite
Location – The job requires the individual to work across British Council offices in Taipei City and New Taipei City
Other Requirements
– As we cannot sponsor work passes, applicants must already have the right to live and work in Taiwan.
–The standard working week is Tuesday to Saturay. . The successful candidate will occasionally work on weekday evening, Sundays or Mondays may be required to accommodate specific circumstances linked to teaching center operations.
