The Planning, Monitoring and Reporting (PMR) Section of the UNICEF Thailand Office (TCO) is seeking an individual consultant to support the consolidation and writing of the 2024 Thailand Country Office Annual Report (End of Year Summary Narrative). The overall objective of the assignment is to produce a high-quality End-of-Year Summary Narrative (EYSN), in line with guidance provided by UNICEF’s Division of Data, Analytics, Planning and Monitoring.
The EYSN is a 6- to 10-page analytical document, written primarily for use by the Country Office for reporting, accountability, and internal and external advocacy purposes. It should be a concise narrative of the calendar-year programme results and management performance, reflecting cross-cutting analysis of Outcome/Output assessments, and should be written in a style that is understandable to non-UNICEF readers.
Work assignment:
Under the overall guidance of the Planning, Monitoring, and Evaluation Specialist and in close collaboration with UNICEF Deputy Representative, the consultant will:
Assignment 1: Prepare first draft of the EYSN
- Review relevant documents, strategies, reports, surveys, and analyses of the Thailand Country Office (documents will be provided by UNICEF).
- Compile relevant information and data, including inputs to the results assessment module narratives and indicators Core Standard Indicators (CSIs), situation and humanitarian reports and relevant research and reporting publications as necessary while working with programme colleagues to clarify and elaborate on information as needed.
- Write the first draft of the EYSN report, highlighting the overall outcomes and outputs and the successes/challenges in key indicators for 2024, for comments by Thailand Country Office relevant staff. The consultant needs to ensure that the EYSN is harmonized and consistent with information reported through other channels and in line with standards and reporting guidance.
Delivery schedule: 8th January 2025*
Assignment 2: Prepare second draft of the EYSN
- Incorporate inputs, comments and feedback received from UNICEF staff on the first draft and prepare a second draft of the EYSN.
- Share the second draft of the EYSN with the Planning, Monitoring, and Reporting (PMR) team for further feedback and comments.
Delivery schedule: 18th January 2025*
Assignment 3: Final EYSN
- Submit final draft of the EYSN: The final draft needs to be professionally edited, including checking spelling, citations, acronyms, and other abbreviations to ensure that it aligns with the guideline.
- Be available for minor edits after review from the UNICEF Regional Office.
Delivery schedule: 25th January 2025*
- Date of report submissions are tentative estimates pending update guidance from HQ.
Duration of Contract: 10 working days between 15th December 2024 and 14th February 2025.
Duty Travel: The consultant is required to work remotely. No travel is required for this assignment.

Technical Qualifications:
- A relevant university degree and at least 5 years of experience in the field of professional English writing, editing of national and international development reports
- Previous experience of report writing, copy-editing, and fact-checking with prior experience writing UNICEF Annual Reports desired
- Strong knowledge in programming and relevant technical fields (policy analysis, statistical analysis or other social science discipline)
- Excellent written and oral communication skills in English, of publication standard
- Demonstrated ability to work effectively under tight deadlines
Financial Proposal:
- The maximum number of points shall be allotted to the lowest financial proposal that is evaluated and compared among those technical qualified candidates. Other financial proposals will receive points in inverse proportion to the lowest price.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-Co V-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
