Expected tangible and measurable output(s)/deliverable(s): The final outputs of the assignment will be a complete policy recommendation on interagency cooperation on handling waste trafficking cases in Indonesia, finalized draft of Thailand guidelines on repatriation of illegal waste shipment, and a draft Southeast Asian regional action plan to combat waste trafficking. Details of deliverables: A. Comprehensive map of Indonesia’s national stakeholders in waste trade and waste trafficking together with a list of relevant technical rules and procedures for managing waste trafficking and related cases. B. Final draft policy recommendation document on interagency cooperation on the handling of waste trafficking cases in Indonesia. C. Finalized draft of Thailand’s reference guide on waste trafficking for national authorities. D. Draft regional action plan to combat waste trafficking in Southeast Asia.

Duties and Responsibilities
Specific tasks to be performed by the consultant: Under the overall supervision of UNODC project coordinator and in coordination with the project's national programme Officers, the consultant will perform the following tasks: a) Identify the national government stakeholders and map their roles and responsibilities related to waste trade and waste trafficking case management in Indonesia to provide a comprehensive information on the waste trade governance in Indonesia; b) Collecting technical documents and information on the rules and procedures for handling waste trafficking cases, including relevant guidelines that, while not specific to waste trafficking, are applicable to the case management, from Indonesian government ministries and law enforcement agencies; c) Provide analysis based on the gathered materials to assess the current interagency cooperation and identify the potential areas of cooperation among relevant stakeholders in Indonesia across all the stages of waste trafficking case management; d) Develop a guideline outlining the roles and responsibilities of each relevant agency in managing waste trafficking cases, highlighting the interagency cooperation in each of the stages covering detection, inspection, investigation, prosecution, and implementation of sanction including repatriation; e) Engage with Indonesia stakeholders, including government ministries, law enforcement agencies, and private sector, to consult and gather input on the draft policy recommendation on interagency guidelines on handling waste trafficking; f) Review the existing survey results for Thailand and provide input on Thailand’s draft reference guidelines for national authorities on waste trafficking g) Based on the results of previous national and regional consultations and inputs provided by experts from international and regional relevant organizations, draft a regional action plan on combating waste trafficking Asia aimed at decision-makers from ASEAN Member States.
Qualifications/special skills
Advanced university degree (Master’s) in environmental science, public policy, international relations, or a related field. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Minimum 7 years of professional experience in environmental policy, waste management, or combating transnational organized crime, with a focus on Indonesia and Southeast Asia. Previous experience in the UN or international organizations is required. Experience of working or knowledge of waste trafficking in the Southeast Asia Region is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Bahasa Indonesia, with excellent skills in drafting of documents prepared in English, is required. Knowledge of another United Nations official language is an advantage.
