About Civic Data Lab

Civic Data Lab (CDL) is a private research lab working at the intersection of data, tech, design and social science to strengthen access to public information and improve citizen participation in governance in India. CDL works to harness the potential of open knowledge movements and better enable citizens to engage in matters of public reform.

We work closely with governments, non-profits, think tanks, media houses, universities, and other actors; to grow their data and tech capacity to enable data-driven decision-making at scale.

What are we looking for

We are collaborating with the government stakeholders in Bangkok, Thailand, to develop a data dashboard aimed at visualizing and managing flood-related data. The dashboard will support their efforts in flood management and mitigation. We are seeking a highly motivated Local Project Coordinator to help coordinate the project on the ground, liaise with government officials and other stakeholders and ensure smooth communication between local departments and our implementation team in India. This position requires oral and written fluency in Thai and English, with proven experience in working with data driven projects and government stakeholders. This is a fixed-term contract position for 5 months and expected start date is Nov 1, 2024, with a possibility of extension.

Our current areas of expertise include digital public goods & infrastructure (DPGs & DPI), climate change, public finance, urban development, open contracting and law & justice. We have co-created digital public goods and emerging technology solutions like open data platforms, data exchanges, data science models and citizen-led apps for improving participatory data-driven governance in India and other countries.

Key Responsibilities:

• 
  Stakeholder Coordination:
  
• 
  Act as the primary liaison between various government departments and officials, and our implementation team in India.
  
• 
  Gather and understand the requirements of different departments and users to inform the development of the data dashboard.
  
• 
  Ensure ongoing communication with government officials, providing updates on project progress and addressing any issues.
  
• 
  Project Management & Reporting:
  
• 
  Coordinate the progress of the project, ensuring that timelines are met and deliverables are on track.
  
• 
  Regularly communicate with the implementation team and provide updates to collaborators and project partners.
  
• 
  Assist in organizing user onboarding sessions and training for relevant government staff.
  
• 
  Data & Technology Focus:
  
• 
  Understand and work with flood management, GIS and risk mitigation data, ensuring that the data collected and visualized meets the needs of different stakeholders.
  
• 
  Support the local departments in utilizing the data dashboard for more informed decision-making.
  
• 
  Capacity Building & Training:
  
• 
  Facilitate onboarding and training sessions for government officials and other stakeholders to use the data dashboard effectively.
  
• 
  Documentation & Communication:
  
• 
  Prepare reports, documents, and presentations as required by the project.
  
• 
  Ensure clear and concise communication in both Thai and English for all project stakeholders.
  

Requirements

Qualifications:

• 
  Language Proficiency:
  
• 
  Fluent in Thai (both written and spoken) and English.
  
• 
  Experience:
  
• 
  At least 3-5 years of experience in project coordination, preferably in collaboration with government entities.
  
• 
  Experience working with data projects, especially those involving data visualization and management.
  
• 
  Strong understanding of flood management or public infrastructure projects is a plus.
  
• 
  Skills:
  
• 
  Excellent communication and people skills, with the ability to interact with stakeholders from various government departments.
  
• 
  Strong organizational skills with attention to detail and the ability to manage multiple tasks simultaneously.
  
• 
  Knowledge of data collection, analysis, and visualization tools.
  
• 
  Preferred:
  
• 
  Experience working on climate resilience, urban development, or disaster management projects.
  
• 
  Familiarity with working in international collaborations or with external funding partners.
  

Our Hiring Process

The hiring process averages around 1.5 weeks and consists of five simple steps:

Benefits

Remuneration

Consolidated pay of THB 60,000 per month inclusive of taxes and benefits.
