UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.In Türkiye, in line with its global Strategic Plan 2022-2025 and Country Strategic Note (2022-2025), and the overall UN Sustainable Development Cooperation Framework for Turkey (UNSDCF) (2021-2025), UN Women works towards the overarching goal of “Women and girls including those at greatest risk of being left behind fully exercise their human rights, enjoy a life free from violence and discrimination, and lead, influence and benefit from sustainable and inclusive socioeconomic development towards the advancement of gender equality in Turkey”. UN Women works in four thematic areas: (i) governance and participation in public life; (ii) women’s economic empowerment; (iii) ending violence against women and girls; and (iv) women, peace and security, humanitarian action and disaster risk reduction. In line with its coordination mandate, UN Women promotes coordination and coherence across the UN system to enhance accountability and results for gender equality and women’s empowerment, including through joint programmatic and advocacy actions and initiatives, standardized tools and guidance and services to strengthen the relevant capacities of the UN system. Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights, and services in political, social, and economic life, and combat gender stereotypes, discrimination, and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, and other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.
In the area of ending violence against women and girls (VAWG) and other harmful practices, UN Women supports enhancing services on VAWG prevention and protection through strengthened capacities of institutions, improved data management, better coordination, and empowerment of women and girls who are at risk of and/or are survivors of violence. Furthermore, to address the underlying root causes of VAWG and harmful practices, UN Women Türkiye works towards favorable social norms, attitudes, and behaviors at the individual, community, and institutional levels that advance gender equality and women’s empowerment. Currently, UN Women in Türkiye has a diverse and growing portfolio on EVAW which is led by a Programme Specialist, under the overall guidance of the UN Women Country Director and the direct supervision of the Deputy Country Director, The EVAW team consists of several staff with relevant experience and expertise, namely: Programme management experience within the UN system, close ties and familiarity with the public institutional and ministerial setting in Türkiye, judicial and legal expertise especially around the national and international legal framework on VAW and strong competence in stakeholder management and civil society engagement in the field while leading programmatic interventions to women and girls affected by the earthquake. in As the EVAW portfolio has expanded over the past years, UN Women staff have established strong relations with partners such as line ministries in Türkiye which are responsible VAW prevention and protection, civil society organizations and academia.
The UN Women Türkiye Office began implementing the “Supporting Provincial Administrations in Guidance for more Effective Multisectoral Cooperation and Reporting on Ending Violence Against Women” in August 2023, funded by the Federal Republic of Germany. The project will run through July 2025. The overall objective of the project is to ensure efficient coordination between public institutions in effective implementation of Law No. 6284 to Protect Family and Prevent Violence against Women (“Law No. 6284”) and relevant regulations in Türkiye in line with the international legal framework on combating violence against women. The Project aims at the following results:
Outcome 1: Efficient implementation of Law No. 6284 and relevant regulations through improving the capacity of public institutions and strengthening inter-institutional coordination in line with the international legal framework and national strategy documents on combating violence against women in Türkiye is ensured.
- Output 1.1: At the central level, Ministry of Interior has an enhanced capacity to undertake coordination interventions within the scope of 4th National Action Plan on Combating Violence Against Women and annual activity plans, in cooperation with relevant line ministries.
- Output 1.2: Local-level institutions structured under the Ministry of Interior have a strengthened capacity to efficiently implement and coordinate within the scope of Law No. 6284, 4th National Action Plan on Combating Violence Against Women and annual activity plans.
- Output 1.3: Local-level dialogue and communication among government institutions, non-governmental organizations and academia on preventive and protective services within the scope of Law No. 6284, including the coordinated implementation of the 4th National Action Plan on Combating Violence Against Women and annual activity plans are promoted.
Objective of the consultancy
The consultants will be responsible for the preparation and implementation of specialized training for Ministry of Interior staff, focusing on two critical areas:
- Violence Against Women and Girls (VAWG) Identification and Remote Risk Management for 112 Emergency Hotline Personnel, and
- Effective and Targeted Communication Techniques for Law Enforcement Personnel Mandated with Ankle Monitor Control in VAWG Cases.
Duties and Responsibilities
Under the supervision of Programme Specialist of UN Women Türkiye Office and overall guidance of the Ending Violence Against Women and Girls Portfolio, the consultants are expected to provide services for the below listed activities:-
Desk review and preparation of the detailed training curriculum and materials:
- Identify the needs of 112 Emergency Hotline Personnel and/or law enforcement personnel for Ankle Monitor Control, in collaboration with UN Women and the Ministry of Interior
- Ensure the training includes modules on identifying various forms of VAWG, recognizing danger signs and patterns, understanding trauma responses post-disaster, and remote risk management.
- Incorporate practical exercises, role-playing scenarios, and case studies to enhance learning and application.
- Incorporate identifying and responding to the intersectional needs of caller profiles from conversations.
- Prepare comprehensive training modules including active listening, empathetic communication, de-escalation techniques, and handling interactions with victims and offenders.

Conducting the trainings for 112 Emergency Hotline Personnel and Law Enforcement personnel for Ankle Monitor Control:
- Prepare and provide all necessary training materials, including handouts, presentations, and evaluation forms.
- Facilitate three (3) trainings for 112 Emergency Hotline personnel and/or four (4) trainings for ankle monitor control personnel trainings in Ankara or designated project provinces.
- Equip relevant personnel with skills to identify VAWG cases and manage remote risk effectively, especially in disaster contexts.

Post training evaluations and reporting:
- Prepare final reports on the lessons learned, progress achieved and identified further capacity development or institutional needs from the trainings conducted including materials prepared, post-training evaluation reports, feedback from participants and recommendations for future training.
Deliverables and Payment Schedule
Duration of the assignment is from October 2024 to July 2025 (up to 30 days). The Consultants are expected to spend up to 30 working days on a non-consecutive basis throughout the assignment.

The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables and timesheets approved by the UN Women Programme Analyst shall be the only criteria for Consultant’s work being completed and eligible for payments.
Payments shall be made based on the provision of timesheets and supporting deliverables approved by the UN Women Programme Analyst who shall confirm Consultant’s work is completed and eligible for payment.
Consultant’s Workplace and Official Travel
This is a home-based consultancy, full time presence at UN Women premises will not be necessary. As part of this assignment, there will be a maximum of 10 trips to Ankara, and 3 trips to pilot provinces which may also include earthquake-impacted provinces which will be selected during Project implementation with the Ministry of Interior. All the travel arrangements under this assignment will be handled by UN Women as per the UN Women rules and regulations.

Required Skills and Experience
Education and Certification:- Master’s Degree in in Psychology, Social Work, Gender Studies, Public Health or related fields, preferably with a focus on trauma, clinical psychology, counseling, gender issues or violence against women (VAW).
- A minimum of 5 years of experience in providing psychosocial and mental health services is required.
- Experience in developing and delivering training programs with professionals and/or frontliners working on VAW is highly desirable.
- Experience in working with emergency response teams and in humanitarian context is desirable.
- Experience in disaster response, specifically in coordinating and delivering MHPSS activities is a strong asset.
- Demonstrated experience in capacity building and training with public officials in Turkiye is an asset.
- Work experience in the field of gender equality and women’s empowerment and/or relevant experience in working with vulnerable communities is a strong asset.
- Previous working experience with UN or other international organizations is highly desirable.
- Fluency in English and Turkish is required.
