Economic Recovery Officer (Rural Livelihoods)

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.
DRC is currently looking for an Economic Recovery Officer (Rural Livelihoods) in Mykolaiv.
About the job
Under the management of the Economic Recovery Team Leader, the Economic Recovery Officer (Rural Livelihoods) is responsible for coordinating and leading the implementation of economic recovery activities focusing on rural households and businesses as well as agricultural value chain development, including but not limited to provision of sectoral cash to subsistence and small-scale farmers and providing grants and capacity building to agri-businesses. S/he will work closely with communities, civil society organizations (CSOs), and government services to implement the Ec Rec program portfolion. S/he will be based in Mykolaiv DRC office, with field activities in Mykolaiv and Kherson oblast.
Your main duties and responsibilities will be:
Under the supervision of the Economic Recovery Team Leader (TL), the Economic Recovery Officer (Rural Livelihoods) will:
- Support the planning and implementation of programme activities related to urban economic recovery activities, including but not limited to the distribution of sectoral cash to subsistence and small-scale farmers and supporting agri-businesses with grants and capacity building.
- Identify and communicate with TL and Manager on rural economic recovery needs in designated areas. Ensure to collect and analyze both quantitative and qualitative information and data to inform programming.
- Organize outreach activities, including dissemination of key messages, design and distribution of IEC materials, and conduction of information sessions, tailored to needs identified through monitoring and the details or project activities to be implemented.
- Contribute to the quality of DRC’s community-based approach by effectively identifying and coordinating with community stakeholders, key informants and community members.
- Mobilize and build strong rapport with communities through consistent engagement with community-based structures and adhering to dignified, culturally sensitive approaches.
- Supervise the Economic Recovery Assistant(s) and ensure the quality of the activities.
- Coordinate frequently with the urban economic recovery team to share information, lessons learned and ensure the coherence of economic recovery programming.
- Coordinate with other departments in DRC to facilitate referrals and information sharing.
- Contribute to and provide field-related inputs for proposals for funding for new projects.
- Provide regular reports to the Economic Recovery Team Leader and/or Economic Recovery Programme Manager.
- Any other duties as may be assigned by the Economic Recovery Team Leader and/or Economic Recovery Manager, relevant to the achievement of Economic Recover objectives.
To be successful in this role of Economic Recovery Officer (Rural Livelihoods) we expect you to be able to ensure the quality of the planning, implementation and follow-up of all technical aspects of the sector activities being implemented by DRC, as well as to develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities. Also, we expect the following:
Required
- Relevant university or secondary degree (e.g. agriculture, political science, international development, or economics) or equivalent professional qualification
- Understanding of areas of agriculture and agri-business operations– although some on the job training will be provided in these subject matters.
- Comfortable in speaking about sensitive topics and working with people in distress.
- Excellent interpersonal and communication skills, including the ability to work effectively with vulnerable individuals, staff members, and stakeholders from diverse backgrounds.
- Excellent organizational and time management skills, with the ability to prioritize tasks and manage multiple responsibilities.
- Strong sense of personal integrity and understanding of confidentiality and ethics.
- Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems.
- Ukrainian language skills.
- Previous experience working in a similar role.
- Understanding of agricultural value chain development.
- Familiarity with business grants.
- Experience supervising staff.
- Good English language skills

Contract length: 3 month with possibility of extension based on available funding
Band: H - Non-managerial
Designation of Duty Station: Mykolaiv
Start date: as soon as possible
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national staff.
