Parallel to technical competence, recruitment & selection, hiring decisions will give due emphasis to assessing candidates eligibility thorough background checks, police clearance, and professional reference check processes.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Grants Planning and Management:
- Coordinate the development of proposals for submission to donors in coordination with sector leads and the finance and operations teams, ensuring full partner participation in program design when relevant; contribute to budget development/management in coordination with Finance through budget review to ensure that budget aligns to the proposed intervention and the correct costs are included.
- Manage and consolidate all donor plans and donor requirements.
- Maintain grants calendar including reporting deadlines, grant opening, reviews and closure.
- Review and advise on all partner agreements (including log frame, budget and workplan); ensure review of partner agreements and provide recommendations and concerns to the senior management and regional support team.
- Participate in donor and stakeholder meetings and provide information about required key deliverables and strategies for implementation and give or share feedback.
- Act as the risk management champion for grants by overseeing due diligence processes, and that mitigation measures are fully implemented.
- Ensure effective compliance with donor requirements by orienting staff on MTI and donor policies and procedures; Liaise with Program Team to monitor deviations from the planned activities and agreed input and outputs.
- Ensure donor reporting requirements are met in an accurate, effective and timely manner, reviewing prepared donor reports, analyzing the need for amendments, and ensuring stakeholders are informed of their responsibilities.
- Support in timely preparation of budget performance analysis, coordinate regular review meetings with Program department and support timely and accurate budget revisions and updates as required.
- Review all grants related financial transactions to ensure that they are within the approved scope of project activities, MTIs cost allocation principles and donor requirements and that they follow the financial procedures and FM requirements.
- Supports country office M&E processes, methodologies and tools for planning, monitoring, evaluation, accountability and learning in line with Medical Teams policies and standards.
- Monitor implementation of systems, processes and tools ensuring quality and consistency in M&E collection and reporting
- Produce a comprehensive M&E plan for the program and conduct regular monitoring of progress toward that plan.
- Provide technical expertise in household survey sampling design, questionnaire development, enumerator training and implementation, including programming needed for electronic data collection.
- Oversee the development of M&E plans, baseline and endline survey reports ensuring assigning of tasks and collaboration from other relevant country office and HQ staff.
- Contribute to the development of project proposals and reports, including assessments, log frames, and MEAL sections.
- Monitor, analyze and summarize data collected from surveys and project activities.
- Conduct data quality assessments & data audits to ensure that the collected data is accurate and maintains the integrity of the project.
- Conduct beneficiary interviews, focus group discussions, and quality improvement verification visits to the project sites as required by the program.
- Compile project monitoring data into internal and external reports reflecting activity indicators to guide management decision making, provide accountability to beneficiaries and stakeholders, share learning and demonstrate impact.
- Ensure cluster reporting through activity info and other required platforms based on implementation data.
- Contribute to theestablishment of an effective complaints, accountability and response mechanism to enhance feedback, trust and confidence with beneficiaries.
- Ensure accountability is integrated into country strategies, program design, monitoring and evaluations, recruitment, staff onboarding, training and performance management, partnership agreements, and highlighted in reporting.
- Ensure data storage and systems for sharing are set up to protect confidentiality of personally identifying beneficiary data and adhere to generally accepted principles for data protection.
- Support safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies. Incumbents will remain alert and responsive to any child and adult safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child and adult safeguarding policy and procedures, and conduct yourself in a manner consistent with the Safeguarding code of conduct and behavior expectations.
Required:
- Bachelors degree in international development, public health, statistics or a related field is required
- Masters degree in relevant field is preferred.

Certificate in monitoring and evaluation
Required:
- Minimum 3 years of experience in humanitarian grants; experience managing large UNHCR, USAID, BPRM, ECHO, and WFP projects is preferred.
- Experience in drafting and developing well-articulated proposals is highly preferred.
- Proven experience in collecting quantitative and qualitative data using various survey modalities and sampling methodologies, including development of collection instruments, training of enumerators, monitoring of field collection and data quality control.
- Experience with electronic data collection and management (Kobo preferred).
- Experience managing and providing ongoing training to staff involved with data collection and reporting.
- Experience with HMIS data management and development of project monitoring systems
KNOWLEDGE
- In-depth knowledge of developing grant proposals
- Knowledge of INGO grant management, including complex fund and grant compliance and reporting
- Knowledge of USAID, UNHCR, ECHO, WFP grant rules and regulations, donor reporting and requirements
- Sound theoretical knowledge and demonstrated skills of monitoring and evaluation systems including quantitative and qualitative data
- Knowledge of data analysis systems
- Knowledge or Knowledge of quantitative and qualitative survey methods
- Knowledge of evaluation methodologies
- Knowledge of project cycle management
- Knowledge of CHS and SPHERE standards
- Highly skilled in developing and implementing systems for grant monitoring and reporting
- Demonstrated leadership ability, team management, and interpersonal skills
- Highly organized and able to manage competing priorities to meet deadlines
- Excellent analytical and abstract reasoning skills
- Expertise in Microsoft Excel and data management
- Skills in IT, databases, statistical software and analysis, particularly in areas related to monitoring and evaluation.
- Excellent verbal and written communication skills
- Strong proposal and report writing skills.
- Professional working proficiency in English; Ukrainian or Russian beneficial
- Strong computer literacy skills in word processing, spreadsheets, data collection software, data analysis software and presentations
- Well-organized, with strong problem-solving skills and outstanding attention to detail
- Strong and effective interpersonal skills in working with colleagues in a multicultural environment.
- Ability to explain MEAL terms in simple language
- Ability to maintain confidentiality of highly sensitive information and exercise extreme discretion
- Ability to act with integrity and maintain the highest ethical standards
- Ability to support Medical Teams Calling and adhere to Medical Teams Code of Conduct
