Background

The war in Ukraine has caused tremendous loss of life, widespread destruction, damage to critical and social infrastructure, mass internal and external displacement, significant disruption of economy and livelihoods, and has outstripped the capacities of national mine action actors to respond appropriately to the needs for assistance.

The conflict has resulted in a complex mix and extensive contamination of landmines, Cluster Munition Remnants (CMR), Improvised Explosive Devices (IEDs) and other items of Explosive Remnants of War (ERW), which pose a considerable and mounting threat to civilian populations, specifically women, girls, boys, men, persons with disabilities, who face differential impacts based on intersecting vulnerabilities, such as their gender, age, ethnicity, household status. Specific groups require particular focus, including female-headed households, adolescent girls, single older women, and those with disabilities. These groups may lack resources, social networks, and face added protection and economic challenges.

In 2023, national authorities estimated some 174,000 km2 of territory had been exposed to conflict and may be at risk of contamination1, including an estimated 14,000 km2 of water areas of rivers, ponds and reservoirs and coastal water areas of the Azov and Black Seas. While the true nature and extent of Explosive Ordnance (EO) contamination cannot be known until a baseline survey has been undertaken, the real and perceived risk of contamination continues to hamper humanitarian access and delay recovery in vast areas of Ukraine.

As of 31 December 2023, there were 29,330 civilian casualties in the country, including 10,191 killed and 19,129 injured. This includes 1,096 victims of mines and ERW, of whom 757 survived and need assistance and rehabilitation. From February 2022 to October 2023, Kharkiv Oblast accounted for 34.1% of all EO causalities, with a total of 285[1]. The real casualty figure is very likely already considerably higher, and as areas are liberated and populations return, the number of victims from mines and ERW are projected to increase.

Ukraine’s Humanitarian Needs and Response Plan (HNRP) 2024 identifies 6.7 million people in need of mine action, including 986,000 non-displaced war-affected people (50%), 652,000 IDPs (32%) and 362,000 returnees (18%). Of those, about 20% are children, 23% are older people and the remaining 56% adults. This number includes 2,960 victims of EO and their families.
