Background:
In Ukraine, UNICEF works with the government and other partners to contribute to national efforts to enable all boys, girls, adolescents, and women in Ukraine, especially those in the most vulnerable situations, to have their rights progressively fulfilled and to develop their full potential in an inclusive and protective environment. In line with the Government of Ukraine's National Priorities and strategies, and the current UNICEF Strategic Plan in Ukraine, the country's program of cooperation aims to achieve equitable outcomes for the most in need and hardest-to-reach children, their caregivers, and women. UNICEF Child Protection program’s scope of work with government and civil society in Ukraine is establishing and/or strengthening policy, research, and services on Child Protection and GBV prevention and response. To achieve this, there is an ongoing need to ensure an operational information management system that can support the identification, capturing, organization, and sharing of data, briefs, and reporting, and identify gaps to ensure the impact is monitored and achieved.
Purpose of assignment:
Working under the supervision of the Programme Monitoring and Evaluation Officer and working closely with UNICEF Ukraine’s Planning, Monitoring and Reporting (PMR) section and field offices, develop reports on data analysis and produce data products based on data collection and visualization as per programme requirements.
How can you make a difference?
Consultant’s scope
The Consultant’s scope of the work will include strengthening information management system for the CP team. More specifically, the consultant's main area of work and tasks will be on:
a) Provide technical support through the specialized expertise and data products generation for Better Care Programme and CP humanitarian response with specific data tools, reports generation and data managing to ensure that the Programme has quality information to assess progress towards expected results established in annual work plans.
- Establishment the monitoring system to ensure the key annual programme indicators are tracked and analysed.
- Carry out data collection and analysis with further provision of the analitycal reports to feed into programme performance monitoring.
- Prepare the reports on the monitoring and evaluation of the information/data, and make them available for programme planning and monitoring.
- Develop data products/tools upon request (dashboards, maps, tracking tables, etc).
- Contribute to coordination of data gathering and reporting among sections to ensure the cross-sectoral results are properly tracked and communicated.
- Coordinate internal documentation efforts, including efforts supporting fundraising or donor reporting.
- Ensure effective management, dissemination, and use of knowledge and evidence.
- Ensure good practices throughout the team on document management.
- Prepare presentations and KM products biasing on collection and compilation of the UNICEF knowledge and data.

To qualify as an advocate for every child you will have…
Education: Master’s or higher degree degree in one of the following fields is required: social sciences, research, international development, psychology, sociology, or other related disciplines.
Professional experience:
- At least 2 years of professional experience in Information Management, and/or Monitoring and Evaluation field.
- Solid experience with common Microsoft Office packages and advanced MS Excel skills and experience working with large datasets required.
- Demonstrated experience in data collection, data analysis and visualization using ARCGIS, Power BI and other applications.
- Knowledge of Protection, Child Protection programs is a plus.
- Good interpersonal and communication skills and good analytical skills.
- Ukrainian: Advanced [C1];
- English: Intermediate [B1].
- Good analytical skills.
- Good writing, reporting and documentation skills.
- Good facilitation and training skills.
- Good coordination and communication skills.
- Accuracy and professionalism in document production and editing.
- Strong proficiency in Excel, Microsoft Share Point, and facility with Microsoft Office365 Suite, data analysis, and visualization tools (Power BI).

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-Co V-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
