Context:
The International Organization for Migration is actively supporting the response to the Ukraine
crisis through the direct provision of health care services using mobile clinics, provision of
medical supplies and support of health workers' capacity development. IOM is a key member of
the United Nations Country Team (UNCT) and the Health Cluster in Ukraine and actively
participates in the Health Sector Working Group.
Under the overall supervision of the Chief of Mission and the direct supervision of the
Programme Manager – Emergency Health, and in coordination with the Migration Health
Division (MHD) at Regional Levels (Regional Thematic Specialists and Regional Hub) and
Headquarters, the Health Information Management and Reporting Officer will technically support
the implementation of health assistance to crisis-affected populations activities and emergency
health programming in Ukraine, including all aspects related to health information management
and reporting. They are expected to carry out their duties in accordance with the strictest ethical
technical supervision and coordination and ensure the implementation of IOM’s emergency
health information management activities; ensure coordination with Ministry of Health, World
Health Organization (WHO) and health sector partners; liaise and collaborate closely with other
IOM sectors, particularly IOM Ukraine’s Information Management, Monitoring, Evaluation,
Accountability and Learning (MEAL) Unit, monitor health information management at country
level and provide technical support for programme development.
Core Functions / Responsibilities:
1. Support the timely collection, aggregation and analysis of displacement and health data and
preparation of regular reports related to the Ukraine response to help inform timely decision
making.
2. Contribute to the development and review of health specific data collection tools for IOM and
partners and implement proper backups, restore, data validation, and security procedures to
ensure data integrity and availability.
3. Facilitate the harmonization of Migration Health Division (MHD) data and reports with other
Mission level information products (interactive tools, maps, web portal, social media presence,
media outreach, etc.).
4. Support the facilitation of health needs assessments among crisis affected populations, the
collection and reporting of data from IOM supported mobile clinics and health facilities and
dissemination of resultant reports as appropriate within the set timelines.
5. Coordinate closely with other relevant units within IOM, such as the Displacement Tracking
Matrix (DTM), Health Assessment Programmes (HAP), Shelter, Water, Sanitation and Hygiene
(WASH), Non-Food Items (NFI), Mental Health and Psychological Support (MHPSS) and
Programme Support Units, to facilitate the harmonization of information products and synergies
on reporting and programming where possible.
6. Assist in development, implementation and administration of database structures and
end-user web interfaces, using industry standard design principles and patterns that attain high
re-usability and maintainability.
7. Work closely with the health information management officers from the Ukraine national and
subnational Health clusters as relevant to facilitate the harmonization of data and reports on
emergency migration health with broader Health Cluster data reports, as well as appropriate
report availability and dissemination.
8. Improve and automate data validation mechanisms to support operational and reporting
systems.
9. Facilitate the development and roll out of necessary trainings and capacity-building activities
for IOM health staff and implementing partners in health information management and
administration.
10. Participate in the development of application software and implement proper backups,
restore, data validation, and security procedures to help ensure data integrity and availability.
11. Utilize Arc GIS, In Design, Excel, Power BI, or equivalent software to support development of
MHD public reports and information products, which include data analysis, maps and
infographics, coherent report structure and appropriate contextualization.
12. Undertake spatial analyses, cross-analysing migration and multisectoral geospatial data,
and contribute to the development of visualizations, dashboards and information products using

humanitarian data protection and ethical use of data across migration health data management,
sharing and dissemination activities.
14. Provide secondary support in programme implementation, administration and monitoring
and evaluation, tracking progress and ensuring that targets and deadlines are met relative to
information management.
15. Produce or generate reports and briefs in a timely manner for donors, partners and other
IOM units in close coordination with the Programme Manager – Emergency Health and the
Programme Support Unit.
16. Undertake duty travel, as required and in line with prevailing security restrictions, related to
project implementation and coordination, staff training, and liaison with partners.
17. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Health Informatics, Applied Epidemiology, Public health, Health Systems
or a related field from an accredited academic institution with two years of relevant professional
experience; or,
- University degree in the above fields with four years of relevant professional experience.
- Prior training on Health information management through the Global Health cluster course is
- Experience in health programs including in data collection, analysis, visualization, online
information gathering and conducting health needs assessments, health information
management systems, and/or database management.
- Experience working in public health/medical context within a humanitarian set up.
- Working experience with the UN agencies or international non-governmental organizations
- Experience working with/in a health cluster is preferred.
- Experience working in hardship duty stations and emergency settings preferred.
- Experience using various data analysis and visualization software including SPSS, Power BI,
- Sound computer background and knowledge, including experience with relational databases,
and desktop publishing.
- Experience in qualitative and quantitative data analysis, and reporting.
- Operational and field experience in migration, refugee, and displaced persons health related
- Ability to work effectively under pressure, and in rapidly changing environments.
- Demonstrated ability to establish and maintain effective relationships.
- Ability to compile and holistically analyse diverse datasets.
- Ability to translate data into interventions.
- Attention to detail.
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of
Ukrainian and/or another official UN language (Arabic, Chinese, French, Russian, and Spanish)
is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
