Context:
The IOM Ukraine Protection Programme started in 1998 as the Counter-Trafficking Programme
to support government and civil society efforts to combat human trafficking and to ensure
survivors’ access to assistance and justice. IOM’s priorities have shifted in response to the
significant changes in Ukrainian migration context; nowadays IOM offers individual case
management and direct service and assistance provision for persons with protection needs
because they have experienced trafficking, gender-based violence, exploitation, or
conflict-related violence and rights violations; prevention efforts through awareness-raising and
community outreach; and capacity development that contributes to humanitarian and
development response goals.

Under the overall supervision of the Chief of Mission (Co M) in Ukraine and the direct
supervision of the Protection Officer, the Protection Field Officer will be responsible for
supervising and coordinating IOM’s protection teams, the provision of protection case


management services to survivors, as well as conducting outreach and information activities.
They will have a specific focus on Gender Based Violence (GBV) prevention and response,
adhering to GBV guiding principles and standards.

Core Functions / Responsibilities:
1. In close cooperation with Protection management, supervise and coordinate the overall
implementation of IOM protection field staff activities throughout Ukraine, in compliance with
IOM’s internal policies and guidelines and global standards.

2. Train and guide protection field staff on Protection case management practices including
specialised GBV case management, community engagement and outreach activities to help
mitigate protection risks and threats, including GBV, and when required, coordinate response to
individual cases of concern and refer or provide specialized services as appropriate.

3. Support capacity strengthening initiatives on protection and GBV, including GBV risk
mitigation and response, to both IOM staff and Non-governmental organisation (NGO)
implementing partners.

4. Facilitate collaboration with relevant stakeholders such as government, civil society, donors
and humanitarian and development organisations, as well as other IOM sectors and programs.

5. Support project development, documenting emerging case management needs, drafting
proposals, budgets, and workplans, and interacting with potential donors. Contribute to specific
project planning, management and regular monitoring and evaluation of protection activities,
drafting input to internal and external reporting.

6. Participate in relevant working groups and platforms, such as the Protection Cluster and GBV
area of responsibility to facilitate appropriate coordination of activities.

7. Maintain protection information management standards, specifically including data protection
and data responsibility principles, and provide insights to help enable data-driven planning,
decision-making, presentation, and reporting.

8. Facilitate the mainstreaming of protection across all IOM sectors in line with IOM internal
guidance on the issue. Such support may include evaluating progress and conducting training.

9. Facilitate the strengthening of gender, diversity and social inclusion aspects within Protection
programming.

10. Participate in the Mission’s Protection from Sexual Exploitation and Abuse (PSEA) efforts by
providing information to staff and reinforcing reporting procedures among staff.

11. Undertake frequent duty travel.
12. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
  • Master’s degree in International Law, International Relations, Political Science, Social
Sciencesor a related field from an accredited academic institution with two years of relevant
professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.


Experience
  • Experience in and knowledge of direct implementation and coordination of Gender-Based
Violence (GBV) and other specialized protection programming in humanitarian settings.
  • Experience in supervising the provision of protection case management services to survivors
of rights violations.
  • Experience in working with Protection Case management Information management systems.
  • Experience in conducting capacity development activities related to GBV and other protection
topics.
  • Knowledge or experience in project management, fundraising, results-based management,
monitoring, evaluation, accountability and learning (MEAL) and monitoring and evaluation
(M&E).
  • Working experience in humanitarian contexts is an asset.
Skills
  • Excellent knowledge of Protection Case Management.
  • Excellent knowledge of global standards on protection in emergency including GBV.
  • Excellent track record of effective working relationships with government officials, United
Nations (UN) agencies; Non-Governmental Organizations (NGOs), and communities.
  • Proven leadership and negotiation skills, particularly in a multi-stakeholder and multi-cultural
environment.
  • Understanding of complex social-political environments.
  • Demonstrated strategic and creative thinking.
  • Ability to work under extreme pressure in difficult conditions while maintaining security
awareness.
  • Flexibility and focus on processes and their improvements.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of
Ukrainian and/or another official UN language (Arabic, Chinese, French, Russian, and Spanish)
is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.

required for individuals hired on or after 15 November 2021. This will be verified as part of the
medical clearance process.
