Human Resource Specialist, Furthering Health Reform and Recovery (FHR)

Hours: Regular/Full-time
Salary: Commensurate with required experience and qualifications

Overview:
URC is searching for an experienced Human Resources Specialist for the anticipated five-year $90M USAID FHR Activity in Ukraine. The purpose of the activity is to improve health system accountability and transparency in Ukraine, leading to improved equitable access to quality services, optimized use of scare resources, and ultimately expanded universal health coverage (UHC) for the people of Ukraine with reduced financial hardship on patients. Mitigation of corruption across the health system is a key overarching aim. The Activity will center on designing and implementing evidence-based interventions necessary to ensure the success of health reform efforts in Ukraine. This transition will involve moving away from the unjust Russian aggression and occupation, towards the reconstruction and rehabilitation of Ukraine's health system during the recovery period. Key areas of focus will include health governance/financing, capacity development of the health workforce, digital health, garnering public support and health care service delivery.
Responsibilities:
The Human Resources Specialist will be overall responsible for providing HR support in accordance with Ukrainian, USAID and URC policies and procedures for the Activity. S/he will be responsible for managing staff employment contracts, and benefits in compliance with Ukrainian, USAID and URC rules & regulations and provide functional support to the management on employee relations:
The roles and responsibilities include, but are not limited to, the following:
  • Provide HR support through coordination of recruitment process such as advertising vacancies, collecting CVs, screening candidates, and setting up interviews for selected applicants with the relevant staff on the project, providing interview feedback.
  • Facilitate orientation of new employees and ensure that Ukrainian, URC and USAID rules/ policies/procedures are well understood by all staff, providing guidance as necessary.
  • Coordinate new staff orientation, onboarding, and other HR initiatives.
  • Oversees the design and administration of various employee compensation, benefits and workforce planning programs including but not limited to: Job evaluation, Performance appraisal, Merit and other salary increases, and Incentive plans;
  • Ensure support staff enrollment in local benefit plans staff i.e., provident fund, medical and group personal accident insurance service providers as appropriate and follow up invoices for payment.
  • Provide support and follow up the timely submission of electronic and paper timesheets, and the timely completion and submission of Labor Adjustment Forms, when needed.
  • Maintain and update the project/personnel paper and electronic files. Keep files in an organized, orderly manner so that records can be referred to and deciphered clearly in the event of an audit or need for historical information.
  • Photocopy or scan where necessary the required copies of staff documents
  • Maintain an updated leave management database.
  • Support the separation of employees due to resignation, termination and ensure that all the necessary exit documentation is completed.
  • Set up appraisal schedules with line managers for probation & annual appraisal and follow up the submission of the appraisals.
  • Ensure compliance with local laws, USAID rules and regulations, and URC HR regulations
Qualifications:
  • Bachelor’s degree required. Degree in Human Resource Management, Organizational/Industrial Psychology, Organizational Development or similar is preferred.
  • A post graduate qualification in a related field is an added advantage
  • 5 years of human resources management experience
  • Experience working on a USAID or USG donor funded project is preferred
  • Knowledge of Ukrainian labor law practices
  • Demonstrated ability to work in teams
  • Ability to multi-task in a high-paced environment
  • Excellent interpersonal and written & verbal communication skills in English and Ukrainian
