Health Service Delivery Team Lead, USAID, Ukraine FHR - Proposal

URC is searching for an experienced Health Service Delivery Team Lead for the five-year $90M USAID FHR Activity in Ukraine. The purpose of the activity is to improve health system accountability and transparency in Ukraine, leading to improved equitable access to quality services, optimized use of scare resources, and ultimately expanded universal health coverage (UHC) for the people of Ukraine with reduced financial hardship on patients. Key areas of focus will include health governance, health financing, capacity development of the health workforce, digital health implementation, engagement with the private sector, and garnering public support.
Responsibilities:
The Health Service Delivery Team Lead reports to the Chief of Party and is responsible for restoring and expanding quality services offered through primary health care (PHC) facilities in targeted locations.
Specific roles and responsibilities include, but are not limited to, the following:
- Provide technical leadership for the implementation of the Ukraine FHR project;
- Build capacity of project staff;
- Build, strengthen and lead teams to achieve project targets and milestones in a timely manner;
- Liaise with district leaders and ensure their buy-in and engagement;
- Contribute to the development of the FHR implementation plans, budgets and other technical documents based on Activity needs;
- Ensure strong coordination within project components and with district counterparts and partners;
- Strengthen health systems in districts in the most efficient and sustainable manner in collaboration with other partners at district, facility and community levels;
- Effectively supervise technical staff and provide continues guidance and support;
- Collate, compile and submit timely reports;
- Collaborate with relevant districts structures and teams to improve quality of data;
- Ensure timely completion of all project deliverables for USAID, relevant Government bodies, including the Ministry of Health, NHSU, etc.;
- Ensure efficient use of the resources for improving health of the people of Ukraine;
- Represent the project in external events, conferences and meetings;
- Support specific research that serves the project overall goal and helps with generating new knowledge to achieve intended targets and outcomes;
- Support Chief of Party in leading the project towards success;
- Any other responsibilities assigned by the Chief of Party.
- A master's degree in public health, international development, or a related field;
- Experience in a management position for a donor funded health project;
- Progressively increasing responsibility working for a service delivery and technical assistance program;
- Experience of working with districts, health facilities and communities in Ukraine;
- Experience with integration of gender and youth into health projects and services;
- Experience designing and implementing successful facilities and community-based health service delivery activities.
