Overview:
URC is searching for an experienced Deputy Chief of Party (DCOP) Technical for the anticipated five-year $909M USAID FHR Activity in Ukraine. The purpose of the activity is to improve health system accountability and transparency in Ukraine, leading to improved equitable access to quality services, optimized use of scare resources, and ultimately expanded universal health coverage (UHC) for the people of Ukraine with reduced financial hardship on patients. Mitigation of corruption across the health system is a key overarching aim. The Activity will center on designing and implementing evidence-based interventions necessary to ensure the success of health reform efforts in Ukraine. This transition will involve moving away from the unjust Russian aggression and occupation, towards the reconstruction and rehabilitation of Ukraine's health system during the recovery period. Key areas of focus will include health governance/financing, capacity development of the health workforce, digital health, garnering public support and health care service delivery.

Responsibilities:
The DCOP Technical is responsible for supporting the COP and ensuring compliant implementation of FHR activities. The skills and experience of the position complement those of the Chief of Party (COP), with an emphasis on health system strengthening and health reform expertise. This position is a member of the Senior Management Team.
