As the Russian invasion of Ukraine continues, millions of Ukrainian remain internally displaced in their country, while the ongoing hostilities continue to fuel a wide range of humanitarian needs and 14.5 million Ukrainian are considered as in need of assistance by the United Nations.
ACF has deployed a comprehensive multi-sectorial strategy through direct implementation and partnership, from humanitarian response to recovery. Core activities include Food Security & Livelihoods (distribution of food vouchers, cash assistance and support to small businesses), Mental Health & Care Practices (psychosocial support, psychoeducation, distress stabilization), WASH (rehabilitation of water networks, Collective Centers and medico-social institutions) as well as Health & Nutrition (support to Primary Health Care Centres and Mobile Health Units).
ACF currently intervenes in the East of Ukraine (Dnipro, Donetsk, Kharkiv, Sumy and Zapporizhzhia Oblasts), from a coordination base in Kyiv and two operational bases in Dnipro and Kharkiv.
We are looking for a Deputy Field Coordinator for Program, based in Kharkiv.

Votre poste et vos responsabilités

Under the supervision of the Field Coordinator, you will ensure the overall implementation of the projects within the fields of implementation, coordinating the activities and building the capacity of Program Managers (PMs) to identify and implement high quality program activities in an accountable manner, and in conformity with Action contre la Faim donor requirements and Field/Country strategy.
As part of this role, your missions will be to :

• Contribute to identify sectoral needs, to design program strategy and operational development
  • Coordinate and support PMs and field teams to identify humanitarian sectoral needs in the area of intervention
  • Contribute in the design of the proposal, in collaboration with Field Coordinator (FCo), DCDs, Ho Ds and Grant and Partnership Ho D
  • Support in the development of partners’ project document

• Support and coordinate Program Managers to ensure the implementation, monitoring and reporting of projects
  • General leadership of the base program departments, acting as a liaison between the Field Coordinator and the program team
  • Guide PMs on projects implementation in line with the logical framework, the budget, the logistical and administrative procedures of ACF, and in full coordination with other programs and Field Coordinator, as well as partners’ team
  • Support PMs to develop planning tools (procurement plan, project management tool, staffing plan, etc.) for all projects

• Support Program Managers to contribute to program quality and accountability processes and measure program impact
  • Promote and contribute to learning and program quality improvement

• Team Management and Human Resourcing
• Participate in the coordination and representation of ACF in your field of intervention
  
• Ensure compliance to the ACF Values and Principles, Gender equality, Child protection sensitivity and Safeguarding policies
  

You will be responsible for the direct management of 5 Program Managers and the indirect management of 14 team members.

Votre profil

You hold a Bachelor Degree in humanitarian, social sciences or similar fields, and you have at least 3 years of experience in project or grants management in field-based setting (where programs are implemented), or 5 years in international organizations, including in conflict-affected settings and difficult security context.
You have consolidate experience of project cycle management/planning and using participatory tools and methodologies for assessment, implementation, monitoring, evaluation and learning. You have been successful at budget and team management (supervision, delegation, motivation, addressing conflicts).
You know and understand well Humanitarian coordination mechanism, and Wash/FSL/MHPSS/ Health/Nutrition/Emergency activities. Ideally, you have an experience with ACF.
You are particularly skilled at capacity-building, communication and reporting. Autonomous and organized, you are able to set priorities and manage time. You are also very good at decision making and working under pressure.
You excel at using computerized system/programs (Word, Excel, Outlook, and technical programs). You master English, both written and spoken. Ukrainian/Russian is appreciated.

Vos conditions d’emploi

• Fixed term contract under French legislation: 9 months until 30/09/2025

• Monthly gross salary from 2332 to 2676 € upon experience, including 13th month

• Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary

• Annual salary increase: 6% increase after and each 12 months of continuous contract

• Monthly per diem and living allowance: 838€ net, field paid

• Monthly country allowance: 450€

• Cold allowance: Reimbursement for the purchase of winter equipment for a maximum of 380€ per person per year in severe cold contexts

• Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)

• Transportation and accommodation: Coverage of transportation costs and guest house

• Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.

• Salary sustainment measures (sickness, paternity, maternity)

• Leaves and Rn R: 25 days of paid leaves per year, 20 Rn R per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each Rn R period
