How can you make a difference?
The WASH Manager reports directly to the Chief of Field Office in Dnipro for general guidance and direction and maintains a dotted line to the Chief of WASH in Kyiv for technical oversight, ensuring programme coherence and compliance with national coordination mechanisms. The Wash Manager leads the development, preparation, management, implementation, monitoring and evaluation of the WASH programme primarily within the Dnipro, Zaporizhzhia and Donetsk Oblasts.
The WASH Manager provides technical guidance and management support throughout the programming processes, to ensure the achievement of the WASH-related output results in the country programme. The Manager provides authoritative advisory services to government and sector support agencies, and interacts with government at Oblast level. the manager lead the WASH unit in Dnipro FO and supervise 4 WASH officers.
The WASH manager works collaboratively with the Chief of field office, Chief of WASH section and WASH section staff at the country office to ensure coordination within the overall WASH Programme, with contributions to proposals, reports, strategy development, for developing for Annual Work Plan, to ensure proper utilization of fund, monitoring of interventions, etc.
Humanitarian Response in Eastern Ukraine:
- Lead the development and implementation of WASH response strategies in the target oblasts.
- Ensure continuity of essential water, sanitation and heating services to affected population through rehabilitation, repairs, support to operation and maintenance of water and sanitation systems, including in terms of power supply, water resources creation, etc.
- WASH in institutions: Support the rehabilitation, construction and maintenance of WASH facilities in health, education and social centers and their respective shelters.
- Supplies distribution: oversee the distribution of life saving WASH supplies to effected populations.
- Coordinate with the WASH Cluster, partners and government agencies to ensure an effective and efficient response.
- Monitor and evaluate the impact of WASH interventions ensuring timely reporting.
- Lead UNICEF’s efforts to support the recovery of WASH infrastructure and services in eastern Ukraine, with a focus on scalable models and institutional reforms in line with build back better principles supporting performance enhancement towards EU directive benchmarks.
- Develop and foster strategic partnerships supporting WASH programming and UNICEF positioning across the humanitarian-development nexus; for instance, collaborate with the Global Water Operators’ Partnerships Alliance to provide technical assistance to three water utilities companies.
- Develop recovery roadmaps, approaches and standards for water and heating utilities, ensuring alignment with broader recovery strategies.
- Advocate for the allocation of necessary resources, contribute pro-actively to the fund raising efforts, and support for the recovery process.
- Strengthen the capacity of local authorities, institutions, water and heating utilities to manage and operate WASH systems.
- Develop long-term sustainability systems and risk informed plans for WASH services, considering factors such as climate change, population growth and economic development.
- Promote equity, inclusiveness and children/people’s participation in the recovery effort
- Efficiently manage financial resources and ensure compliance with donor regulations.
- Contribute to the development of donor proposals and reports.
- Advocate for increased funding to support WASH activities in the region
- Participate in strategic discussions to influence sub- national WASH policies and strategies, including the reduction of inequalities, contributing global sector learning.
- Advise senior officials in government sub-national level, NGOs, UN agencies and WASH sector donor agencies on WASH policies, strategies and best practices.
- Draft policy papers, briefs and other strategic materials for use by management, donors, UNICEF regional offices and headquarters.
- Plan for the use of technical experts from the country office, as and where appropriate in the WASH programme, through remote support and on-site visits.
Advocacy, networking and partnership building
- Build and strengthen strategic partnerships with government counterparts at sub-national level, UN agencies, donor agencies, WASH institutions, NGOs, research institutes and the private sector to stimulate coordination and collaboration.
- Produce materials for WASH programme advocacy to promote awareness, establish partnerships and support fund-raising.
- Participate in inter-agency discussions, ensuring that UNICEF’s position, interests and priorities are fully considered and integrated in the planning and agenda setting.
- Interact with global and regional initiatives and partnerships for WASH.
- Contribute to the overall office contingency plan and manage all aspects of UNICEF’s preparedness for WASH in emergencies related to Dnipro FO Ao R.
- Ensure the coordination arrangements for humanitarian WASH are in place in line with the systems established by the WASH Cluster, for instant robust coordination in case of an emergency.
- Ensure that all UNICEF WASH staff are familiar with UNICEF’s procedures for responding in an emergency.
- Take up leadership/managerial role in an emergency response and early recovery, as and when the need arises.
Team Management:
- Provide leadership and mentorship to the WASH team, fostering a positive and productive work environment.
- Set clear objectives and performance expectations for team members.
- Monitor team performance and provide feedback and support as needed.

Minimum requirements:
- Education:
-
An advanced university degree in a relevant field is required.
The candidate must have a minimum of a first-level university degree in engineering such as water and sanitation, environment, civil, mechanical, electrical engineering or related engineering field.
- Work Experience:
- A minimum of 8 years of professional experience in WASH-related programmes for developing countries is required.
- Solid experience in hardware engineering, including large scale WASH works in urban and rural areas is required.
- Experience in humanitarian response, humanitarian nexuses and development context is required.
- At least one year of work in humanitarian situations, is required.
- Strong leadership, organizational, interpersonal skills and experience in leading large teams is required.
- Experience in managing budgets is required.
- Experience in coordination with different WASH actors in required.
- Skills:
- Ability to work effectively in complex and challenging environments.
- Language Requirements:
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
- Developing country work experience and/or familiarity with emergency.
- Additional relevant post-graduate courses that complement/supplement the main degree.

Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.
