National district heating technical expert for district heating under the WASH Cluster in Ukraine – coordination and stakeholder engagement

To build a strong network with District heating companies and Communal Enterprises that provide heating services, through specific field missions to assess their needs and prioritization, for the perusal of the WASH Cluster and its partners.

Organize coordination meetings with government partners, water utilities, utility companies, local authorities and NGOs/CSOs, tracking and mapping district heating projects that have been implemented in Ukraine, focusing on the roadmap for early recovery in the heating sector.

Inform with technical insight and input, technical assessments and reviews, the established coordinative and supportive relationship with Government partners, district heating companies, vodokanals, communal enterprises, local authorities and NGOs/CSOs focusing on the roadmap for early recovery efforts for the heating sector.

Support service providers identify and prioritize the needs to ensure adequate capacities for regular operations and maintenance, and emergency repairs, necessary to maintain service levels related district heating systems, with a focus on locations within 100km of the contact line and/or receiving large numbers of IDPs.

Organize coordination cluster meetings, coordination with sub-national colleagues. This would include preparing presenting presentations based on field visits and assessments at the WASH cluster meetings including District Heating Working Group, and about most frequently requested technical solutions by the district heating companies for the WASH Cluster partners performing activities in the district heating sector.

Work assignment overview:
Travel plan: The Consultant is expected to have field visits for data collection and the development of case studies within Ukraine in the following regions (to be decided during the course of the active contract).
Total number of trip days per contract – 72 days.
Please provide an all-inclusive financial proposal including travels to carry out the deliverables listed above.
To qualify as an advocate for every child you will have…
Education: Master's degree or higher in in building and civil engineering. Educational programmes, which include heating supply from an accredited academic institution, will be considered an asset.
Professional experience:
- A minimum of five (5) years of conducting technical due diligence assignments or have operational or a minimum of five (5) years engineering experience in District Heating, Power Generation and Energy Services sectors is required.
- Installation, operational and/or maintenance experience in the context of mechanical systems, especially district heating networks.
- Experience leading technical workstream on projects including managing supply chain, providing project reports, and managing different relationships will be considered an advantage.
- Experience in development and humanitarian work, especially in emergency response, will be considered an advantage.
- Work experience with other UN agencies in WASH or the energy sector will be considered an advantage.
- English: Upper-intermediate [B2]
- Ukrainian: Proficient/Native [C2]
- Strong understanding on the project cycle management (especially monitoring and evaluation steps), technical supervision and financial management and planning.
- Good understanding on legislation and regulations of government of Ukraine regarding contracting and construction of infrastructure projects.
- Good understanding and skills on communication with different stakeholders (local authorities, contractors, consulting firms, NGO/CSO).
- Good understanding of the humanitarian approach.
- Ability to perform several tasks in a timely manner with a focus on quality.
- Communicate key messages to different audiences.
- Sound understanding on heat supply and energy-efficient, high-quality, safe, environmentally friendly and reliable functioning of the heat supply system.
- Knowledge of applicable codes, policies, standards and best practices related to heating.
- Proficient knowledge of MS Excel, MS Word and MS Power Point.
- Usage of design software such as Auto CAD and planning software such as MS Project will be considered an advantage.
- The ability to lead assessment processes and/or technical working groups is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-Co V-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
