National Project Manager

- Role:
- Ensures operational coordination with project teams and day-to-day follow-up with headquarters team and consortium partners
- Oversee the project activities at a regional level
- Management of short-term expertise as well.
- A master’s degree in public health, Social Sciences, Health Policy, Project Management, or a related field. A background in physical rehabilitation, healthcare administration, or disability studies would be a significant advantage (ideally someone with an expertise in physical rehabilitation).
- Project Management: At least 5-7 years of experience in managing large-scale development or humanitarian projects, ideally within the health or social sectors. Previous experience in managing donor-funded projects, particularly with Swiss cooperation or other international organizations, is highly desirable (but not mandatory).
- Health System Strengthening: Demonstrated experience in working with national and local government bodies, particularly in health system strengthening, policy development, and governance.
- Rehabilitation and Disability: Specific experience in the rehabilitation sector, working with persons with disabilities (Pw D), and knowledge of the rehabilitation service delivery models in Ukraine.
- Stakeholder Coordination: Proven ability to coordinate with multiple stakeholders, including ministries (e.g., Ministry of Health, Ministry of Social Policy), NGOs, international aid partners, and community organizations.
- Fluent in Ukrainian and English.
- Key competencies:
- Project and Financial Management: ability to develop and implement project work plans, ensuring that outcomes and outputs are met within the designated timeline.
- In-depth understanding of Ukrainian health and social policy, especially related to rehabilitation services.
- Excellent communication skills, both written and verbal, in Ukrainian and English.
- Ability to effectively communicate with and engage a wide range of stakeholders, including high-level government officials, healthcare professionals, and community leaders.
- Sensitivity to issues of inclusion, discrimination, and stigma, particularly regarding persons with disabilities.
QUALIFICATION
The project, which aligns with Ukraine’s health sector priorities and Switzerland’s cooperation strategy, aims to contribute to the development of a robust rehabilitation system. This will be achieved by supporting policy and regulatory development, improving service delivery, and promoting the social and economic inclusion of people with disabilities.
Project Duration:
- Inception Phase: December 1, 2024 - May 31, 2025 (6 months)
- Phase I: August 1, 2025 - July 31, 2029 (4 years)
- Support the Ukrainian government in defining and implementing rehabilitation policies and regulations.
- Enhance the quality and availability of rehabilitation services across all levels of care.
- Raise awareness and reduce stigma surrounding disabilities, fostering greater inclusion in society.
