• Specialist in physical rehabilitation with experience in the development and management of rehabilitation care infrastructures. Knowledge of international standards and the modernization of medical infrastructures.
• Role: Develop and strengthen the rehabilitation network, including infrastructure modernization (Output 2.1).
• A master’s degree or higher in Rehabilitation Sciences, Public Health, Healthcare Administration, Physical Medicine and Rehabilitation (PM&R), or a related field. Additional certifications in health systems strengthening or rehabilitation management would be a strong asset.
• Rehabilitation Care Network Development: At least 7-10 years of experience in developing and managing rehabilitation care networks, with a strong focus on post-Soviet countries, including Ukraine. Experience should include working on projects that involved the modernization of healthcare infrastructure and the integration of multi-disciplinary care models.
• Rehabilitation Network Development: Deep understanding of the principles and practices involved in establishing and maintaining effective rehabilitation networks, including infrastructure requirements, service delivery models, and patient referral systems.
• Service Integration: Expertise in integrating rehabilitation services across different levels of care (primary, secondary, tertiary) and ensuring coordination among various healthcare providers.
• Health System Strengthening: Proven experience in working with government bodies, healthcare institutions, and international organizations on strengthening health systems, particularly in the rehabilitation sector. Familiarity with the challenges and opportunities unique to post-Soviet health systems is essential.
• Educational and Workforce Development: Experience in designing and implementing educational programs for rehabilitation professionals at various levels (undergraduate, postgraduate, and continuous professional development). Familiarity with the accreditation and certification processes in Ukraine and similar contexts.
• Workforce Capacity Building: Ability to assess workforce needs and develop comprehensive training programs that address gaps in skills and knowledge among rehabilitation professionals.
• Policy Advocacy: Experience in advocating for rehabilitation policies and standards at national and regional levels, including experience in working with Ministries of Health and other relevant governmental agencies.
• Prosthetics and Assistive Devices (AD): Knowledge and experience in the development and implementation of prosthetics and assistive device services, including infrastructure and workforce development.
• Stakeholder Engagement :
• Partnership Development: Ability to build and maintain relationships with key stakeholders, including government agencies, international organizations, NGOs, and professional associations.
• Community Engagement: Experience in promoting community-based rehabilitation models and engaging local communities in the development and delivery of rehabilitation services.
• Language: Fluency in English is essential, with a good knowledge of Ukrainian or Russian highly desirable, to facilitate communication with local stakeholders.
