1. Team Leader (Project Director)

  • International Development Project Management: Significant experience (at least 10-15 years) in managing complex projects, ideally in post-conflict or international development contexts, particularly in the health sector and ideally in the context of large-scale projects financed by Swiss cooperation (SDC ++).
  • 10-15 years' experience in Public Health and participation in the design and implementation of health system policies/healthcare sector reforms for better governance: solid experience in health policy development, health sector governance and regulation, experience in institutional/organizational strengthening of health systems at all three levels of organization and capacity building of relevant ministries. Knowledge of physical rehabilitation would be an added value but is not mandatory.
  • Degree in Public Health, Health economics/financing Project Management or International Development: A Master's degree, or even a Ph D, in a relevant field is recommended, such as medical doctor, public health, international development, project management or social sciences.
  • Previous experience in Ukraine, in the region or in the management of healthcare systems in post-Soviet countries/transition countries: good understanding of Ukraine's political, social and economic context, particularly as regards the challenges facing the post-conflict healthcare system.
  • Experience in project design and preparation of related documents (Pro Doc, Logframe and Monitoring Indicators): Proven competence in drafting project documents (Pro Doc), designing logical frameworks (logframe) and defining monitoring indicators (SMART indicators). A good understanding of monitoring and evaluation (M&E) methodologies is crucial.
  • Will oversee the strategic supervision of the project: demonstrated competencies and experience in managing and coordinating other comparable mandates (in scope and volume). Skills in cross-sector coordination, budget management and stakeholder relations.
  • Stakeholder Relationship Management: Diplomatic and intercultural communication skills to work with various stakeholders, including the Ukrainian government and ministries, key local partners, and international donors such as the Swiss Cooperation.
  • Language: Fluency in English is essential, with a good knowledge of Ukrainian or Russian highly desirable, to facilitate communication with local stakeholders.
  • Role:
    • Oversee the entire project, ensure coordination between the various components, and guarantee that objectives are met on time and on budget.
    • Ability to lead and motivate a multi-disciplinary team: The team leader must be able to manage and coordinate a team of professionals with a wide range of skills (health experts, engineers, M&E specialists, etc.).
    • The team leader will play a key role in the inception phase and design of the project to come and will then be responsible for Outcome 1.
  • The expert can be an International or a Ukrainian with international experience. He will be based full time in Kyiv.




QUALIFICATION

The "Trauma Rehabilitation in Ukraine" (TRUE) project, financed by Swiss Agency for Development and Cooperation SDC, seeks to address the urgent need for enhanced physical rehabilitation and mental health support for war-affected populations in Ukraine. As a result of the ongoing conflict, there has been a significant increase in the number of individuals requiring comprehensive rehabilitation services, including assistive technologies. Despite being part of the government's health reform agenda, these services are not yet fully integrated into the national health system.

The project, which aligns with Ukraine’s health sector priorities and Switzerland’s cooperation strategy, aims to contribute to the development of a robust rehabilitation system. This will be achieved by supporting policy and regulatory development, improving service delivery, and promoting the social and economic inclusion of people with disabilities.

Project Duration:

  • Inception Phase: December 1, 2024 - May 31, 2025 (6 months)
  • Phase I: August 1, 2025 - July 31, 2029 (4 years)
Project Goals:

  • Support the Ukrainian government in defining and implementing rehabilitation policies and regulations.
  • Enhance the quality and availability of rehabilitation services across all levels of care.
  • Raise awareness and reduce stigma surrounding disabilities, fostering greater inclusion in society.
The successful candidate will contribute to the long-term systemic improvement of Ukraine's rehabilitation services, ensuring that those affected by the war receive the care they need to recover and reintegrate into society.
