PURPOSE OF CONSULTANCY
The National consultant - Gender Equality Supporting Officer - will support the National Professional Officer on Gender, Equity and Human Rights in her day-to-day operations for advancing gender, equity and human rights within WHO Ukraine Country Office projects and programmes and its mainstreaming withing Ukrainian State Health Sector through integration of GRE lenses into producing technical papers, service delivery and policymaking.
Mainly the functions of the consultant will be the following:
  • Provide assistance in arranging programme activities, including support programme officers in preparation of committal documents (request for proposals, arranging venues, preparing supporting materials, contributing to preparation of the presentations, handout materials, and compiling summaries and reports).
  • Contribute to the preparation of programme reports and follow up actions by collecting information, preparing tables, drafting selected sections of the report etc.
  • Compiling relevant background materials and preparing briefs and summaries upon request.
  • Maintain database of internal information, sources and thematic related files on programme and administrative matters.
  • Facilitate preparation to the programme meetings/events, including scheduling and organizing the venue, preparing invitation letters/e-mails, arranging communication with the participants, drafting minutes of programme meetings, communicating draft minutes to the participants and receiving feedback.
  • Draft official letters, meetings summaries, presentations, assistance in maintaining communications with the involved national and international actors and stakeholders.
  • Contribute with technical inputs to summaries of the GRE-related meetings/discussions and to the external/internal reports on the GRE issues, presentations for the meetings.
  • Undertakes all logistical, administrative arrangements required for the successful planning and delivery of technical workshops, inter-agency meetings, panel discussions, roundtables, missions, and other events organized by the output managers in close collaboration with the operations team. This may include liaising with event management companies and caterers supporting the procurement process for these and related services.
  • Provides logistical support to programme events by gathering and compiling data and information for the preparation of events documents, talking points, speeches and position papers.
  • Translate/proofreading up to 10 documents (presentations, minutes, briefs, guidelines, protocols, any other programme-related documents, etc.) from/to English/Ukrainian and ensure technical correctness and verification of translation.

BACKGROUND
As WHO’s highest priority is ensuring universal health coverage which means that all people have access to the full range of quality health services they need, when and where they need them, the promotion and support of gender equality, human rights, and health equity (GRE) is essentials in medical service provision. Whilst significant progress in spere of GRE has been achieved, a range of individuals and vulnerable groups continue to be still left behind. Discrimination, marginalization, stigma, human rights violation underlies health inequities and limit people in their ability to fulfil and enjoy fully the fundamental right to health. Therefore, WHO CO in Ukraine recognizes the need to better support Mo H in advancing gender equality, human rights and health equity to achieve their common goal of leaving no to ensure full coverage of high-quality and accessible health services and care.
WHO CO in Ukraine is committed in supporting the development of an inclusive health care system in Ukraine and simultaneously contributing to the elaboration of respective laws and policies, providing various initiatives to promote and ensure gender equality, human rights and health equity, enhancing interventions to reach the furthest behind first through strengthening the institutional and organizational capacity of the health actors and improving existing mechanisms and tools of medical services provision.
Noted health inequalities existed before the war, with discriminatory gender norms and unbalanced power dynamics in Ukrainian society, the full-scale invasion of the Russian Federation in February 2022 has severely exacerbated pre-existing intersectional and gendered inequalities and created acute vulnerabilities for women and girls, especially among those facing multiple forms of discrimination. As a result, women and girls, people with disabilities, representatives of different minorities and other vulnerable groups are often the least able to realize their right to the highest attainable standard of health.
Considering the above, WHO is seeking a national consultant to address the described challenges and support WHO UCO and Mo H with mainstreaming GRE within programme design, policy development, health service delivery and integration of GRE component into their processes and operations.
DELIVERABLES
Deliverable: monthly report which outlines the progress in performing ongoing tasks, assigned by the Responsible Officer, and reaching the stipulated priorities, agreed with the Responsible Officer. Expected by the last day of each month.
REQUIRED QUALIFICATIONS
Education Qualifications
Essential: University degree (Bachelor’s level) in gender studies, sociology, politology, international relations, cultural science, public health or related field.
Desirable: Master's Degree on a field, mentioned above.
Experience
Essential: At least 1 (one) year of national work experience in the field of social policy, gender-related area, public health, programme management, project support and/or coordination, international development.
Desirable: Experience should include advocacy and collaboration with multiple stakeholders, including government authorities, academic institutions, and/or international and non-governmental organizations.
Skills/Knowledge:
Essential:
  • Strong writing, communication and networking skills for ensuring stakeholder engagement, developing and implementing collaborative efforts, maintaining relations with the team, government, and implementing partners.
  • Familiarity with core concepts and principles of gender equality and human rights.
  • Effective user of Microsoft Excel, Outlook, One Drive, Power Point, Teams and Share Point.
  • Planning, organizing and providing logistical support timely and efficiently.
  • Managing data, documents, correspondence, information and workflow.
Desirable:
  • Previous experience in the UN or other international organization is an asset.
Other IT skills
Effective use of Microsoft Excel, Outlook, One Drive, Power Point, Teams and Share Point.
Use of Language Skills
Essential: Expert knowledge of Ukrainian.
Desirable: Intermediate knowledge of English. A translator will be engaged if required.

REMUNERATION
Contract total value: USD 13,860.00
Monthly rate, daily rate and numbers of the days: Daily rate of USD 105.00; 22 working days per month, USD 2,310.00 per month
Consultants pay band range: A level/NOA equivalent.
Terms of payment: the payment will be on a monthly basis after provision of Technical Report and approval from Responsible Officer.
Target Start Date: 1 October 2024, Target end date: 31 March 2025
Contract Duration (Years, Months, Days): 6 months with a possibility to extension upon successful evaluation of the performance
