Job summary
The group will strengthen coordination and collective focus across a range of growing and overlapping threats, whilst remaining consistent with existing strategies. Working with partners, HSG will foster more transparent and sustainable collaboration between national security, law enforcement and other relevant communities to enhance capabilities and leverage our response to threats.
As a part of the Home Office, the role of the HSG is to:
- Support the Home Secretary to develop and implement strategies to keep our people and interests safe and secure
- Build His Majesty's Government (HMG) capabilities to reduce national security risk
- Reduce volume of, and harm from, economic crime, particularly for the most vulnerable
- Work in partnership with public and private sectors in the UK and overseas to deliver better outcomes
- Ensure legitimate economic growth and prosperity
Job description
As the lead scientist responsible for chemical and biological threats, the post holder will work with policymakers and others across the department and government to translate policy requirements into research programmes to provide the evidence base for policies. They will also help secure funding and investment from both inside and outside government.
Whenever possible, the post holder will be expected to bolster their research by drawing on their networks spanning government, operations, academia, industry, and the intelligence agencies. Their scientific work will directly support the delivery of chemical and biological related strategic ambitions under the CONTEST strategy, the Biological Security Strategy, and internal national security related strategies.
The postholder will represent the UK’s homeland national security Chemical & Biological (CB) interests internationally in various bilateral and multilateral fora. They will lead CB science and technology engagement with our closest international allies covering chemical and biological technical advice, science exchanges and intelligence driven science boards. Engagement ranges from individual working relationships with counterparts, through to boards focused on specific issues, and representing the UK at science and technology conferences and bilaterals.
This role sits at the heart of HSG’s efforts to keep the UK safe from chemical and biological weapons and materials. The postholder will help to reduce the risk to the public and first responders from chemical and biological threats, by playing a crucial role in helping to design and assure and capabilities that are designed to keep the UK safe from an attack, including those of catastrophic proportions.
Due to the nature of this role it is only suitable for full time or compressed hours working.
Person specification
- Create and maintain strategic partnerships with chemical and biological weapons and materials experts from other government departments, international allies, operational partners, academia, industry, and science partners from, amongst others, the Defence Science Technology Laboratories Porton Down.
- Providing strategic leadership in relation to Chemical Biology(C&B) Science &Technology (S&T)and chairing cross-cutting groups and boards to progress UK national security related CB S&T interests.
- Develop and lead multi-million-pound S&T research programmes, working closely with policymakers and existing S&T experts to answer some of the most complex challenges to understand and mitigate the CB threat faced by the UK.
- Applying deep specialist scientific knowledge to operational, policy and programme challenges; translating complex technical issues into meaningful advice for non-scientists.
- Provide leadership on CB homeland national security related scientific issues across government, upskilling across government by speaking at conferences, mentoring, and drawing up a package of training materials, as required, for civil servants in the Home Office.
- Provide technical and often high classification advice at short notice to inform decision-making at senior civil servant and Ministerial level, particularly during and immediately after attacks. The response to an incident of this nature requires a suitably qualified individual with sufficient technical knowledge, and with the authority, autonomy and leadership skills to brief seniors and ministers.
- Undergraduate degree in chemistry or biology. With postgraduate or equivalent experience.
- A deep specialist in chemical and biological weapons and materials, including traditional, and future threats and risks to the UK and UK interests.
- Strong written and oral communication skills, negotiating effectively at a senior level.
- Good interpersonal and influencing skills, able to build relationships with a range of key stakeholders and engage collaboratively with operational/scientific partners.
- Able to focus on multiple work streams and be confident in leading numerous areas.
- Leadership and the ability to deliver through others – empowering them to be successful whilst providing active support to colleagues and senior reporting officers.
- Project and financial management skills.
- Track record of working with, and supporting, government policymakers.
- A track record of delivering effectively under pressure when faced with multiple priorities and challenging deadlines.

Selection process details
As part of the application process candidates will be required to submit a CV and Statement of Suitability (of no more than 1000 words).

In addition candidates will be required to provide evidence of all listed behaviours and the technical skill. The Technical Skill will be marked against the GSE Career Framework which can be found attached to the the job advert.

Candidates who pass the initial sift will progress to a full sift to include the behaviours Leadership, Making Effective Decisions and the technical skill example or straight to interview.

If you are successful at sift stage, you will be invited to an interview which will be a blended approach of strength-based questions and behaviour-based questions, and the technical skill which will also form part of the presentation.
In addition, candidates will be asked to prepare a presentation to be delivered at interview (details to be disclosed closer to the interviews).
Sift and Interview dates
The sift will take place from 4th September 2024.
Interviews will take place week commencing 30th September 2024.
This interview will be conducted in person at 2 Marsham Street, London. Full details will be provided to you should you be selected for interview.

For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV. A location based reserve list may be held for a period up to 12 months from which further appointment may be made.
If you are successful in this position and choose to accept the provisional offer for this role, you will be removed from all other Home Office reserve lists at the same grade.
We often have similar roles available at different grades. If a candidate is suitable for a similar role or a lower grade than they have applied for, we may offer the candidate that role without the need for them to go through a further selection process.

Successful candidates can join the post with an SC level clearance but have the willingness to, as you will be required to, undergo Developed Vetting (DV) security clearance. This is required as you would require long-term, frequent access to information up to Top Secret. Please note that DV clearance can take several months to be authorised.
