Job summary
We are looking for a Governance and Reporting Manager to join the UKHSA Health Security Campus Programme which has responsibility for the strategic development, co-ordination, and delivery of the new site. Although this is not just about re-provisioning facilities, it is an organisational change programme. The scope is therefore broad and not only includes “bricks and mortar” but also business change management, physical transition, staff/public engagement, communications and HR elements such as relocation.
As the Governance and Reporting Manager, you will manage and control governance activities in a project, typically of moderate complexity, to enable effective management and decision-making. You will support the timely, consistent, and accurate collection of data and assist with analysis and reporting on project progress and delivery confidence.

Job description
As the Governance and Reporting Manager, you will be expected to: Manager
  • Draft the governance section of the business case and ensure that there are timely slots at approval boards.
  • Collate, review, and analyse data from stakeholders, working with them to resolve any anomalies or gaps.
  • Draft and manage the terms of reference for boards, defining roles & responsibilities of its members.
  • Support senior leaders to draft board agendas and prepare papers, record board decisions and work with owners to provide report updates.
  • Collaborate with risk owners to report risks to project/programme boards.
  • Work with the project manager to provide data for change control requests, present these to change board and share outcomes.
  • Be an active member of the UKHSA Project Delivery Profession Community.
Person specification
Essential Criteria:

  • Significant experience of governance and reporting, working with boards in a corporate or project role environment.
  • Working knowledge of assurance and project delivery frameworks and methodologies.
  • Awareness of risk and issue management, lessons learned, continuous improvement and change control.
  • Strong interpersonal skills, and the ability to develop effective relationships with a wide range of stakeholders.
  • Demonstrable experience of collecting, interpreting and accurately reporting data and presenting in an effective manner to a range of audiences.
  • Excellent presentation, briefing and drafting skills.
  • Ability to work well under pressure, with multiple tasks, in a fast-changing and ambiguous environment, with a keen attention to detail.
Desirable Criteria:
  • Knowledge and experience of Project Management Methodology supported by professional qualifications such as:
    • APM Project Management Qualification
    • APMG International Project Planning and Control Practitioner
    • PRINCE 2 Practitioner
    • Managing Successful Programmes Practitioner
    • PMI Project Management Professional

Selection process details

  • a 1200 word Statement of Suitability.

Stage 2: Interview - Success Profiles

If invited to interview, you will be asked to deliver a 5-minute presentation at the start of the interview. The presentation will not be scored. The topic of the presentation will be sent to you if invited to interview.

Location

This role is being offered as hybrid working. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQ’s (Birmingham, Leeds, Liverpool, and London).
Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Eligibility Criteria

Open to all external applicants (anyone) from outside the Civil Service (including by definition internal applicants).

Security Clearance Level Requirement

Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Basic Personnel Security Standard and Security Clearance.
For meaningful National Security Vetting checks to be carried out, individuals need to have lived in the UK for a sufficient period of time. You should normally have been resident in the United Kingdom for the last 5 years as the role requires Security Check (SC).
UK residency less than the outlined periods may not necessarily bar you from gaining national security vetting and applicants should contact the Vacancy Holder / Recruiting Manager listed in the advert for further advice.
