The Bozeman Yellowstone International Airport (BZN), owned and operated by the Gallatin Airport Authority, is seeking a motivated individual for a full-time Airport Operations Supervisor position.

The Airport Operations Supervisor supervises and directs Airport Operations and Aircraft Rescue and Firefighting staff in the performance of airport operations duties to ensure the efficient movement of aircraft and the safety of those using the airport in compliance with Federal Aviation Regulation (FAR) Part 139 (including Aircraft Rescue and Firefighting), Transportation Security Regulation (TSR) Part 1542, and other regulatory and Authority requirements. This position exercises independent discretion throughout the major duties/responsibilities and provides management support to the Manager of Airport Operations and Aircraft Rescue and Firefighting (ARFF).
Compensation:
· Starting annual salary of $75,000, depending on experience.

Major Duties/Responsibilities:
· Supervises the Authority Airport Operations and Aircraft Rescue and Firefighting (ARFF) staff to ensure operational efficiency; adherence to applicable regulations, Authority requirements, and safety and quality standards; and delivery of quality customer and operational services.
· Supervises and directs the work of Airport Operations staff to ensure compliance with applicable regulations, standards, and Authority policy and procedures. Performs the full range of supervisory duties, with appropriate higher-level managerial/organizational review as needed (e.g., hiring, termination, staff development and training, performance management, discipline, team development, scheduling, work plan development and assignment of duties, time approval, and workplace safety).
· Supervises and conducts airfield inspections to ensure compliance with the Airport Certification Manual under FAR Part 139 and other applicable regulations including monitoring runway friction daily using specialized friction measuring equipment.
· Ensures airfield operations activities are conducted in compliance with safety, security, and applicable regulations, standards, policies and procedures.
· Supervises the transmission, reporting, documentation, and management of Notice to Air Missions (NOTAM), runway condition codes, and FAR Part 139 discrepancies.
· Supervises and performs Aircraft Rescue and Firefighting (ARFF) duties while ensuring procedures and responsibilities are followed as outlined in the Airport Emergency Plan (AEP) and FAR Part 139.
· Supervises the Authority’s centralized coordination and communication center during airfield emergencies and snow events.
· Supervises and coordinates snow and ice control in accordance with the Authority’s Snow and Ice Control Plan (SICP) and supervises Airport Operations snow team personnel.
· Supervises response activities for aircraft emergencies, hazmat spills, the removal of disabled aircraft and other related emergencies in accordance with the Airport Emergency Plan (AEP) and FAR Part 139.
· Acts as Incident Commander (as assigned) for airport or terminal/concourse emergencies, including directing safety procedures and response to all airfield emergencies, making decisions to stabilize situation and affect life safety and preserve property, determining recovery efforts and activities that return airport back to normal operations, and notifying senior management and affected departments and tenants of incidents that affect the normal operation of the airport; collaborates with mutual aid
· Supervises runway opening and closing procedures including ensuring all notifications, barricades, signage, lighting, and any other appropriate device is in place to prevent an unauthorized aircraft, vehicle, or person from entering a closed runway, taxiway, or service road, as well as monitoring, tracking, and controlling access into these areas to maintain a safe environment.
· Assists with investigations of accidents and incidents, developing reports, and presenting findings to management as needed.
· Investigates, resolves, and responds properly to questions and/or complaints from the public, tenants, stakeholders, and partners regarding airport operations.
· Supervises and conducts movement area driver training and approves drivers for movement area access.
· Develops, conducts, and coordinates airport operations-related trainings and meetings, including ARFF trainings, as needed.
· Performs administrative management functions including maintaining and updating Airport Certification Manual (ACM) and Airport Emergency Plan (AEP) documents as assigned; documenting and tracking of incidents and inspections; preparing and maintaining various records and reports related to operations activities on manual forms or through digital means; interacting with work order system to document and request remediation of discrepancies to required standard and monitoring completion of remediation; managing and documenting schedules; developing, revising, and implementing airport operations procedures (e.g., standard operating procedures, operating instructions) as assigned; compiling various forms of data and reports and distributing pertinent and required reports.
· Supervises and conducts inspection of airfield construction projects and related safety inspections.
· Supervises safety and quality control inspections of aviation fuel storage facility and fueling operations.
· Supervises regulated garbage processing for international flights in accordance with U.S. Customs and Border Protection regulations.
· Supervises and performs wildlife inspections to include mitigation, in compliance with regulations and the Authority’s Wildlife Hazard Management Plan.
· Enforces federal aviation regulations and Authority guidelines and policies in partnership with the Authority’s Public Safety Department, Transportation Security Administration (TSA), U.S. Customs and Border Protection, and Air Traffic Control.
· Serves as Subject Matter Expert (SME) in aviation-related content areas (e.g., Safety Management System (SMS), ARFF, Movement Area Driver (MAD) training).
· Provides escort in the movement and non-movement area to authorized individuals as needed.
· Keeps abreast of all federal, state, local aviation regulations, safety and compliance requirements.
· Participates in the Authority’s Safety Management System.
· Operates and drives light and heavy equipment and Authority-owned vehicles landside, in non-movement area, and in movement area.
· Uses effective and standard radio communications to communicate with other personnel.
· Completes required trainings.
· Practices and adheres to the Authority’s policies and procedures and federal, state, and local legal and regulatory requirements.
· Performs other duties as needed or assigned.
Position Requirements:
· High School Graduate/Equivalent
· 18 years or older
· Proficiency in written and spoken English
· Associate’s or Bachelor’s degree from an accredited institution in Airport or Aviation/Aerospace Management/Science, Business or Public Administration or closely related field AND 2+ years of experience in airport operations at a FAR Part 139 airport; OR 4+ years of work at an airport offering specific and substantial preparation for the duties of the position
· Knowledge of regulations pertaining to airports, air transportation, airport certification, and safety including FAR Part 77, FAR Part 139, TSR 1542; FAA, as well as TSA and DOT decisions and regulations
· Knowledge of airfield operations and management, aviation management, airport industry standards, and policies and procedures of airside, security, terminal, and landside functions
· Experience with snow removal at a FAR Part 139 airport
· Experience in the safe operation of light and heavy equipment
· Familiarity with and ability to use computers and computer-based programs (e.g., MS Office Suite, work order tracking systems, NOTAM system)
· Able to effectively lead, train, engage, direct, evaluate, plan and assign work to employees

· Must pass a 10-year pre-employment Criminal History Background Check (CHRC) necessary to obtain federally mandated security clearances, badging, and access to the Bozeman Yellowstone International Airport and retain access authority and an active badge with the necessary credentials to perform the essential responsibilities of position
· Must pass a 7-year Pre-employment Background investigation
· Must have a valid Driver’s License, pass required motor vehicle checks in order to operate heavy equipment and Authority-owned vehicles and meet insurability requirements
· Must achieve movement area access within 90 days of employment and maintain access privileges
· Must safely operate and drive light and heavy equipment and Authority-owned vehicles landside, in non-movement area, and in movement area
· Must communicate effectively on airport radio systems
· Must be available to work evenings, weekends, and holidays
· 1+ years of supervisory experience (Preferred)
· 2+ years of progressively responsible experience in airport operations (Preferred)
· An equivalent combination of education and/or experience may be considered
Licenses & Certifications:
· ARFF certified OR be able to qualify within 6 months of employment in the position
· AAAE CM Certification OR be able to obtain within 18 months of employment in the position
