Job Location
: The primary work location for this position is the Colorado Department of Corrections Headquarters in Colorado Springs, CO.

Salary: The starting salary for this position is $5,639 per month.

Description of Job

This position provides professional services to include project management, master planning, facility programming, regulatory agency approvals, design guidelines, construction standards, construction budgeting, contractor/consultant selection, code compliance reviews, design reviews, ensures compliance with legislative intent, as well as a leading role in coordination with private sector design consultants and coordination of engineering disciplines for "in-house" projects related to Americans with Disabilities Act (ADA) concerns. This position will facilitate the long term planning of new construction modifications to existing physical plants in providing owner/state representation and management of all CDOC construction projects and in designing and coordinating implementation facility condition audits for existing facilities related to ADA conditions and deficiencies. This position provides architectural and administrative support to Facility Management Services for ADA physical plant modifications and compliance.

Primary job duties include, but are not limited to:
  • Provide Computer Aided Design (Auto CAD) support to the FMS unit using architectural and construction experience. This includes documentation related to capital renewal, capital construction, controlled maintenance, leases, project directives, life safety, contingency requests, Americans with Disability Act (ADA) and FMS records and all aspects related to ADA physical barrier assessments and compliance;
  • Creates, edits and updates detailed drawings of new and existing conditions in Facilities and Leased spaces for ADA assessments and compliance;
  • Provides electronic document tracking utilizing word, excel and google document spreadsheets for ADA physical plant improvements as established, required and defined by OSPB, JBC and CDC metric reporting of ADA implementation throughout the Departments facilities;
  • Updates and keeps current individual Facility ADA physical barrier Transition Plans and overall DOC ADA physical barrier Transition Plans;
  • Create forms, compose correspondence, develop and edit various documents for the FMS unit;
  • Surveys and evaluates physical plants with a focus on ADA compliance.
  • Provides drawings, technical writing support, architectural programs, spreadsheets, creation of forms, composing, editing and developing various documents and correspondence for the FMS unit, inclusive of written documentation related to Capital Renewal (CR), Capital Construction (CC), Controlled Maintenance (CM), Leases, Project Directives (PD’s), Life Safety, Contingency Requests, Americans with Disability Act (ADA) and Facility Management Services (FMS) Records related to ADA compliance;
  • Provides support to and in conjunction with the FMS Team and Legal Services ADA Coordinator with responses to ADA grievances.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Experience ONLY:

Five (5) years of verifiable experience in construction, architecture or architectural engineering; with at least two (2) of the five (5) years experience in Title II of the ADA.

OR

Education and Experience:

A combination of related education and/or relevant experience in architecture or architectural engineering equal to five (5) years.

Employment history is calculated on a full-time basis (40 hours per week). Less than full-time employment is calculated on a prorated basis to determine qualifications. Required Competencies:
  • Knowledge of materials, methods, and tools involved in the construction or repair of buildings or other structures;
  • Knowledge of design techniques, tools, and principles involved in production of precision technician plans, blueprints, drawings, and models;
  • Excellent interpersonal/customer service skills;
  • Strong written and oral communication skills;
  • Highly effective critical thinking/decision making/complex problem solving skills;
  • Demonstrated ability to organize, plan and prioritize;
  • Keen ability to multi-task and demonstrate flexibility;

  • Ability to effectively communicate fluently in English both verbally and in writing;

Preferred Qualifications:
  • Direct experience assessing facility conditions and identifying maintenance and/or repair activities;
  • Experience in correctional / high security planning;
  • Experience that demonstrates prioritizing physical plant modifications;
  • Experience negotiating project specifications;
  • Experience developing operating strategies, plans, and procedures;
  • Experience preparing financial documents, report and budgets for projects;
  • Certified ADA Coordinator.

  • Successfully pass all modules of the Colorado Department of Corrections Basic Training, to include English reading comprehension, relevant competency assessments and written/practical exams in Defensive Tactics;
  • Possess the physical ability to successfully complete Defensive Tactics;
    • Lift arms above head and kick as high as own waist;
    • Stabilize another person to accomplish a controlled take down;
    • Use arms, palms of hands, shins, and feet to deliver blows;
    • Withstand impact (slow speed or with a safety bag) on own body from strikes/blows;
    • Swing a baton in a striking technique;
    • Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic;
    • Get down on one or both knees and up again with multiple repetitions;
  • Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment;
  • Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security;
  • Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury;
  • Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently;
  • Work in situations involving assaultive behavior, physical control of another person and/or restraint situations;
  • Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner;
  • Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders;
  • Communicate by talking, listening and/or signaling people to convey or exchange information, assignments;
  • Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings;
  • Willing and able to travel;
  • Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule;
  • TB (tuberculosis) screening is required of all new employees upon hire;
  • Employees may be required to submit to regular serial testing and reporting for COVID-19.

Successful completion of a background investigation is required. Should applicant’s background reveal criminal charges, it shall be the responsibility of the applicant to provide the Department of Corrections with written/official disposition of any charges.

The CDOC is committed to a work environment free from illegal drugs and alcohol. A drug test will be administered to all new employees; employees must successfully pass. Random drug screening will occur throughout employment.
