Disaster Response Specialist (Life of Project)

Position Summary and Purpose:Under the supervision of the US Volunteer Coordinator, the Disaster Response Specialist is responsible for planning, coordinating, and executing field activities related to disaster response and recovery within an assigned location. This role is responsible for supporting IOCCs emergency response efforts, conducting volunteer housing assessments, coordinating volunteers, and ensuring all supporting documentation complies with local, state, and federal regulations and internal protocol. The Disaster Response Specialist is charged with collaborating with various IOCC local partners, agencies, and departments to ensure that Action Teams are fully equipped to perform duties associated with the Helene-Milton project.Country Overview:IOCC’s US Program delivers services throughout the country through emergency preparedness, emergency response, and recovery projects. IOCC’s work in this sector seeks to enhance the capacity of the Orthodox Church in the United States, and to mobilize it to respond to natural and human-caused disasters. Through this work, the US Program serves the Orthodox community and society at-large.Responsibilities and Essential Functions:1. Representation: Works in collaboration with key US Programs staff members, identified partners, and volunteers to ensure completion of site and housing set up, volunteer operations, and overall project compliance; facilitates on-going communication with internal operations staff, local personnel, and corresponding implementing partners.2. Project Oversight: Initiates and completes volunteer housing assessments to ensure adherence and consistency with IOCC guidelines and regulations; trains and provides project overview and housing guidance to volunteer groups; ensures that project resources (e.g. personnel, equipment, and supplies) are allocated appropriately and used efficiently.3. Volunteer Coordination and Compliance: Works closely with and coordinates volunteers to plan, manage, and execute US Program field projects; assists the Volunteer Coordinator in cultivating and managing relationships; adheres to, promotes, and instructs volunteers on site procedures and guidelines, as well as IOCC Safety and Security protocols; ensures completion of volunteer intake forms, liability waivers, photo releases, and related documents; volunteer recruitment; plans and executes volunteer schedules and locations; provides USP materials to volunteers and partner organizations to promote and facilitate volunteer activities.4. Financial Management: Documents all expenses and generates expense reports according to IOCC policies.Minimally Required Knowledge, Skills and Abilities:• Country Specific Technical Sectors Areas: Deep understanding of the assigned country’s technical sectors: Disaster Preparedness, Response, and Recovery• Languages: Foundational writing and speaking skills using local language and advanced for English language, especially in training and report writing.• Software Applications: Advanced knowledge of Microsoft Office applications, database and internet applications.• Communication: Advanced oral and written communication skills using different forms of media. Ability to translate complex concepts to individuals at all levels.• Organization, Planning and Multi-tasking: Advanced organizational and planning skills. Proven ability to set priorities, meet deadlines and multi-task with minimal supervision. Proven ability to coordinate activities.• Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to be detailed-oriented and consistently accurate, ability to manage stress effectively in a fast-paced environment, and ability to quickly learn new systems, processes and procedures.• Confidentiality: Proven ability to maintain confidentiality on work-related issues.Minimally Required Education, Experience, and Training:• Bachelor’s degree or a combination of education and work experience that yields the minimally required knowledge, skills and abilities• 1-3 years of experience in people coordination/working with volunteers/event management or planning Physical Requirements and Working Environment:• Travel required, including to areas experiencing natural disasters, with attendant potential heightened risks of crime, exposure to hazards and disease, and social instability.• This position requires driving IOCC vehicles, as well as physical requirements of bending, kneeling, crawling, standing, sitting, heavy lifting, manual labor with hand and power tools, and walking for extended periods of time• Potential exposure to dust, debris, and construction hazards, and potentially hazardous materials• Weekend and evening work may be required• Ability to perform light housekeeping such as setting up sleeping areas and grocery shopping*Nothing in this job description restricts management’s right to assign or reassign duties and responsibilities to this job at any time.
