The Watershed Assessment & Recovery Unit of the North Coast Regional Water Quality Control Board is looking for Engineering Geologists to help us fulfil our vision - Healthy Watersheds, Effective Regulation and Strong Partnerships. This position will be located at either our Eureka or Santa Rosa office. Our Santa Rosa office is located at 5550 Skylane Blvd., Suite A, 95403 in the heart of beautiful Sonoma County, which is known for its great restaurants and excellent outdoor recreation opportunities. The Eureka office is located at 930 6th St., 95501 near redwood forests and the beautiful Humboldt Bay.

Duties:
The Engineering Geologist is responsible for conducting the work outlined in the Duty Statement. Work includes supporting recovery of sediment and temperature impaired watersheds in the North Coast Region through assessment, inspection, contracts, grants, order development, and order implementation, with a focus on road related sediment discharges. The initial area of focus for the unit will be the Gualala River watershed, with work expanding to other watersheds over time.

The position requires knowledge of water quality statutes and regulations; rural road construction; erosion control design and maintenance; hillslope processes and slope stability; geomorphology and hydrology; and watershed analysis of multiple land use projects and their impacts on fisheries, water supply, and other beneficial uses of water. Salary information – Cal HR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of classification. For classes with alternate ranges, placement is based on education/experience.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Excellent written and verbal communication skills.
  • Ability to organize, set priorities and meet deadlines.
  • Ability to work effectively with other staff, management, regulated entities, and the public.
  • Completed coursework or experience working in any of the following subject matters: water quality, geology, forestry, slope stability, hydrology, fluvial geomorphology, stream restoration, watershed studies, environmental regulations, and/or soil science.
  • Experience working with state, federal, and local agencies, tribes, community members and regulated entities.
  • Knowledge of processes associated with riparian areas, streams, slope stability and physical processes of forested hillslopes.
  • Familiarity/experience with the Porter-Cologne Water Quality Control Act, Clean Water Act, and water quality issues in California. Experience assessing the impacts of and implementing solutions to non-point source pollution.
  • Familiarity/experience with the California Environmental Quality Act (CEQA) process.
  • Familiarity/experience with issuing or reviewing waste discharge requirements.
  • Knowledge of or experience with complaint management and enforcement actions.
  • Familiarity/experience with nonpoint source pollution control concepts.
  • Experience conducting site inspections or participating in field investigations.
  • Interest and ability to conduct strenuous fieldwork in remote, steep, forested settings throughout the North Coast.
  • Knowledge of erosion control methods associated with roads and hillslopes.
  • Familiarity with common Geographic Information System (GIS) applications such as ARCGIS, Word, Excel, Access.

Statement of Qualifications

A Statement of Qualifications (SOQ) must be submitted along with the state application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than two (2) pages in length, using Arial size 12 font, and normal margins.
The SOQ is a narrative discussion of how the candidate’s education, training, experience and skills qualify them for the position. Please address the below desirable qualifications in the SOQ:

1. Please describe your understanding of and experience with water quality laws and regulations, waste discharge requirements (or other order development), CEQA, and enforcement of water quality laws. How many years of experience do you have in this type of work?

2. Please describe your understanding of and experience with nonpoint source pollution, road related sediment discharges, slope stability, and erosion control methods and best management practices (BMPs) associated with roads and hillslopes. Please note your years of experience in each of these areas.

3. Discuss your experience conducting site inspections/field investigations, and working with state, federal agencies, tribes and community members. Please note your years of experience in each of these areas.

4. Discuss your knowledge of and experience in geologic assessment and ecological restoration, please note your years of experience in this area.
