Description of Job
About The Work Unit:
This work unit exists to further the department’s mission by facilitating analysis of, and response to, major policy issues; fostering the collaborative implementation of strategic initiatives; and stimulating and encouraging ongoing communications with public and private stakeholders. The work unit provides legal and regulatory support to the Type-1 Environmental Boards and Commissions located within the department. These are the Air Quality Control Commission (AQCC), Solid and Hazardous Waste Commission (SHWC), Water and Wastewater Facility Operators Certification Board (WWFOCB) and the Water Quality Control Commission (WQCC).

What you Will Be Doing:
This position serves as the Administrator of both the Solid and Hazardous Waste Commission (SHWC) and the Water and Wastewater Facility Operators Certification Board (WWFOCB). This position independently manages and executes the daily business and serves as the Department liaison to the SHWC and WWFOCB. This position requires thorough understanding of the missions and strategic priorities of the SHWC, WWFOCB, and the Divisions coming before the SHWC and WWFOCB.

The SHWC is a nine-person Commission charged by statute with establishing the state’s hazardous materials and waste management programs through a public process. The SHWC is required to adopt regulations and program requirements that are consistent with state legislative directives, the federal law, and sound science and appropriate policy considerations. In addition to its role promulgating the regulatory requirements governing Colorado’s hazardous materials and waste management programs, the SHWC serves an oversight role, hearing appeals of penalty decisions of the Hazardous Materials and Waste Management Division. As the Administrator for the SHWC, this position is the advisor to Commissioners regularly providing technical, strategic, programmatic and policy advice and direction. In order to achieve the SHWC requirements, this position will meet with multiple hazardous materials and waste management program stakeholders, including local governments, U.S. Environmental Protection Agency, industrial and commercial source owner/operators, environmental groups, and concerned members of the public. The Administrator will provide program information to stakeholders to identify outstanding issues, and to identify and negotiate resolutions. The SHWC delegates duties and responsibilities as it may deem necessary. As such, the Administrator must have appropriate practical, educational, technical, and administrative training or experience related to solid and hazardous waste management.

The WWFOCB is a ten-person Board charged by statute with establishing and administering a certification program for water and wastewater facility operators in a manner that satisfies the requirements of the federal Safe Drinking Water Act and the Colorado Water and Wastewater Facility Operators Certification Act. As the Administrator for the WWFOCB, this position is the advisor to this Board, regularly providing technical, strategic, and programmatic and policy advice and direction. The WWFOCB contracts the administrative services of the program to an outside entity, therefore this position must interact with and manage contracts oversight and execution of the program to ensure the WWFOCB is meeting its statutory obligations.

This position will also manage the Department Executive Order 5 (state mandates on local governments) processes and reporting; the Department’s regulatory planning and reports (Regulatory Agendas, Regulatory Plans, attestations and data requests related thereto); and master tracking documents to ensure the timely review and revision of rules.

MINIMUM QUALIFICATIONS:

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Experience Only:
Six (6) years of relevant experience in program management or program coordination

OR

Education and Experience:
A combination of related education (degree from an accredited institution in public health, public administration, government, environmental sciences) and/or relevant experience in program management or program coordination equal to six (6) years

Preferred Qualifications:
  • Appropriate practical, educational, technical, and administrative training or experience related to program management.
  • Proven ability to understand and interpret state statute to administer and manage an environmental program
  • Knowledge of and effectively applies the concepts, principles, theories and methods of public health and/or environmental management.
  • Experience in program management/coordination with the administration of environmental programs in order to comply with legislative, regulatory, and policy directives and statutes.
  • Experience providing technical, strategic, programmatic and policy advice and direction.
  • Experience in managing contracts and overseeing contractors.
  • Experience in managing or interacting with public boards, commissions, and public officials.
