What you will be doing:
This position is the section program manager for the Stormwater & Wetlands Section in the Wastewater Discharge Authorization Program. The position has statewide responsibilities for preventing pollution from storm water discharges and wetlands fill activities through permitting, regulatory compliance, stormwater controls, and education.

The working environment you can expect:
The physical work location of this position will depend on the successful applicant, and will be in either Anchorage, Juneau, Fairbanks, Wasilla, or Soldotna. There will also be telework options available to those that qualify. The work environment is friendly, professional, and collaborative with regular interaction with colleagues in the program, other programs within DEC, and with the general public. This position works with dedicated staff to develop, issue and manage wastewater discharge permits statewide.
We are looking for a candidate that has experience in the following areas:
- Program Oversight: Plans, coordinates, and monitors programs to ensure that federal, state, and/or local government program requirements and plans are met, providing professional consultation on the specialized services of the program or associated project(s).
- Decision Making: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
- Environmental Engineering: Knowledge of the concepts, principles, theories, and methods to protect and improve the quality of the environment and its resources; and to monitor, control, abate, and prevent pollutants.
- Customer Service: Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.
- Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
A valid driver's license is required
Minimum Qualifications
- Scientific Research - Knowledge of the concepts, principles, and theories of scientific principles related to environmental, ecological, biological, or physical science and the methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
- Stakeholder Management - Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).
- Performance Management - Setting clear goals and expectations, tracking progress against the goals, ensuring feedback, and addressing performance problems and issues promptly.
- Fostering Teamwork - The ability to demonstrate interest, skill, and success in getting groups to learn to work together; and develop, maintain, and strengthen partnerships with others inside and/or outside the organization who can provide information, assistance, and support.
- Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
A bachelor's degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.
AND
Experience managing the delivery of services in an environmental program and supervising professional level staff.
