Position Overview

Essential Functions
- Observes, participates in, and assist with the Hazardous Waste Management (HWM) program, in the Bureau of Land (BOL), Materials Management and Compliance.
- Participates in the oversight and direction of the Special Waste Management (SWM) program and other routine reports related to both hazardous and non-hazardous waste, including, but not limited to, Potentially Infectious Medical Waste (PIMW) annual reports, PIMW transport fee quarterly reports, and non-hazardous Solid Waste Annual Report Site info forms, in the Bureau of Land (BOL), Materials Management and Compliance Section (MMCS), within Compliance & Reporting Unit.

Observes and assists in responding to both internal and external routine problems related to annual reporting as it pertains to hazardous waste, hazardous and non-hazardous special waste, PIMW and the RCRA USEPA manifest database.

Observes and assists in technical review of fees remitted to IEPA by landfills and other regulated entities to ensure compliance with applicable state law.

Observes and assists higher level specialists in implementation of the State of Illinois’ administration of waste manifest programs as required by state and federal law.

Attends and participates in communications with trade and government associations.

Performs other duties as required or assigned which are reasonably within the scope of the duties.
Minimum Qualifications
a) one year of professional experience in pollution abatement or a related field, or
b) completion of an agency approved training program.
OR
Requires a master’s degree with coursework in the physical, life, or environmental sciences.
Preferred Qualifications
- Prefers working knowledge of modern inspectional and investigative techniques and procedures.
- Prefers working knowledge of modern environmental control systems, facilities, techniques and procedures.
- Prefers working knowledge of state laws, rules and regulations as pertaining to environmental protection or pollution abatement.
- Prefers ability to prepare comprehensive, technical, and scientific reports of field investigations and/or inspections.
- Prefers ability to analyze and interpret the scientific data of plans for facilities, installations and equipment.
- Prefers ability to establish and maintain working relationships with municipal officials, facility operators and owners, plant managers, or their representatives.
- Prefers ability to interpret pertinent state laws, rules, regulations, policies, or procedures of the agency to individuals and municipal bodies.
- Prefers the ability to utilize a personal computer with knowledge of Microsoft Word, Access, and Excel software.
Conditions of Employment
- Requires a valid and current appropriate drivers’ license.
- Requires the ability to travel in performance of duties, with overnight stays as appropriate.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
- Requires ability to attend seminars, conference, and trainings to stay current on methods, tools, ideologies, or other industry related topics to the job duties.
- Requires the ability to pass a name-based background check.
