Description of Job
Division of Disease Control and Public Health Response (DCPHR)
"The Division of Disease Control and Public Health Response exists to ensure that the Department has the ability to effectively monitor, detect, diagnose, prepare for, and nimbly respond to, all types of conditions and events that impact the public’s health."
State Public Health Laboratory (Lab) Newborn Screening Program (NBS) exists to comply with state law that all newborns in Colorado will be screened for the following conditions: Phenylketonuria, Congenital Hypothyroidism, Hemoglobinopathies, Galactosemia, Cystic Fibrosis, Biotinidase Deficiency, Congenital Adrenal Hyperplasia, Amino Acidemias, Organic Acidemias, Fatty Acid Oxidation disorders, Severe Combined Immunodeficiency, Spinal Muscular Atrophy, Pompe, MPSI, X-ALD and other conditions determined by the Colorado Board of Health; to thus prevent or reduce the morbidity and mortality associated with these diseases. Also, to ensure that families of affected newborns receive proper follow-up and education for these disorders.
What You Will Be Doing:
The Statistical Analyst provides data analytics and management for the Colorado Newborn Screening Program. This position comprehends programmatic goals, data collection/system requirements, and how the goals are integrated within the daily workflow. This analyst have a strong understanding of the laboratory information management system (LIMS) and comprehend how the data is extracted from the LIMS and can be translated to data visualizations that can provide invaluable quality indicator metrics. This position compiles data to aid scientists with the evaluation for analytical review of cut offs values related to new disorder testing. Will also compile data to generate graphical representations or visualizations for stakeholders to track overall trends. This position gathers, maintains, and disseminates data as required for grant(s) and other required data reporting for both internal and external stakeholders. Collaborate with the Association Public Health Laboratories (APHL) and have a strong understanding about the newborn screening data repository. Overall, the position should be a subject matter expert who understands the context, background, and case definitions for all newborn screening related data.
Responsibilities of the position include but not limited to:

Ability to combine and manage various datasets from different sources and integrate the findings.
Responsible for collecting, managing, cleaning, and analyzing both quantitative and qualitative data. - Provides recommendations based upon conclusions and key findings from the data analysis.
- Compiles newborn screening data for review and analysis.
- Uses statistical analysis to aid NBS staff in determining cut off values for disorders.
- Serve as the primary point of contact between CONBSP and the Office of Information Technology (OIT) to troubleshoot any issues and work with the product manager to find a sustainable resolution.
- Work with internal stakeholders such as the Vital Statistics department for birth and hearing data integration with the LIMS.
- Utilize an interactive data visualization software platform to display newborn screening data for both internal and external stakeholders in a visual manner. The visualizations can display data for specific disorders or aggregate data of various quality indicator metrics.
- Aid in the answering of phones, emails, faxes, and providing information to external stakeholders.

Preferred Qualifications:
In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:
- Relevant experience with the State of Colorado
- Strong understanding of the laboratory information management system (LIMS)
- Ability to analyze large datasets using R or SQL
- Experience working with both internal and external stakeholders.
- Experience working with the context, background, and case definitions for all newborn screening related data.
- Experience working with large datasets.

Conditions of Employment:
- Pursuant to CDPHE policy, a background check is required for all positions at CDPHE.
- This is a critical position and can be expected to work and/or remain at their worksite in delayed start, early release, or closure situations.
- Critical Status: Must be available in the event of an emergency, (e.g., bio-terrorist attack, chemical attack, disease outbreak or all hazards) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.
