Summary: The Indian Resource Development department is looking for a dynamic individual to connect Native American students in New Mexico with higher education
Classification Summary:
Works on plans and implements a set of program initiatives for a group of projects or clients for operational entity of the University. Participates in the generation of program resources and in the design and development of program operating goals, objectives, and protocols and related tasks. Serves as primary point of both internal and external representation and liaison with respect to program implementation and compliance and operational matters. Provides technical/professional and programmatic support to client constituencies.

Classification Standard Duties:
Programs are usually self-funded and/or grant-funded from a major funding source or series of funding sources. Plans and coordinates the development, implementation, and execution of a set of multiple sub-programs, special projects, and other initiatives designed to achieve the overall mission, goals, and objectives of the program. Oversees and administers all facets of the day-to-day operations of the various programs and activities related to the positions specific disciplines. Serves as primary liaison with internal and external constituencies on all matters relating to program activities; represents the University with respect to program activities on a local, regional, and/or national basis. Plans, develops, and implements strategies for identifying and generating funding and/or resource opportunities for program activities, to include development of grant and other fundraising proposals. Provides and/or coordinates the provision of technical guidance, consultation, related support to clientele within area of program focus; provides day-to-day problem solving as necessary on day-to-day program-related needs and issues. Creates, produces, and delivers a range of promotional, educational, and informational presentations, and/or resource materials related to program activities and initiatives. Oversees and/or coordinates the collection, compilation, and analysis of program activity data; develops, writes, edits, and presents comprehensive statistical and narrative program reports and evaluations. Participates in the development of operating goals and objectives for the unit; recommends, implements, and administers methods and procedures to enhance operations, as appropriate to the unit. May supervise staff and students to include: work allocation, training,promotion and enforcement of internal procedures and controls and problem resolution;evaluates performance and makes recommendations for personnel actions;motivates employees to achieve peak productivity and performance. Performs miscellaneous job-related duties as assigned.

Required Education, Experience, Certification/License, Equivalency

Knowledge, Skills and Abilities
KNOWLEDGE:Demonstrated professional knowledge and operational expertise within designated area of program focus.; SKILLS:Program planning, development, implementation, and leadership skills. Skill in examining and evaluating operations and developing and/or re-engineering operating strategies, systems, and procedures. Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals and constituencies in a diverse community.; ABILITIES:Ability to determine informational needs, to collect and analyze information, and to devise and develop statistical analyses and reports. Ability to develop and deliver both oral and written presentations. Ability to use independent judgment and to manage and impart information to a range of clientele and/or media sources. Ability to make administrative/procedural decisions and judgments. Ability to develop and implement funding strategies and programs.

Job Duties and Responsibilities
Position requires the employee to be physically located in one of the following New Mexico counties: Bernalillo, (Albuquerque Area), Valencia (Los Lunes: Pueblo of Isleta) or Sandoval (Bernalillo: Pueblo of Sandia, San Felipe, San Idelfonso, Santa Ana and Laguna)/

  • Plan and coordinate the development, implementation, and execution of the high school unit of Indian Resources Development with the objective of promoting, developing, and connecting Native American students in New Mexico with higher education and experiential learning opportunities in education, agriculture, natural resources, energy, entrepreneurship, engineering, and business, and workforce development, and other areas of focus of IRD.
  • Establish and foster relationships with tribes to learn about their needs and interests regarding building capacity in areas of focus of IRD.
  • Nurture and develop a network of teachers, administrators, advisors, and tribal liaisons connected with high schools across New Mexico with a large Native American student body.
  • Nurture and develop connections with higher education representatives from student services, Native American programs, dual credit, enrollment, and land grant offices (tribal colleges).
  • Build relations with high schools, tribal entities, higher education institutions, and relevant organizations to identify areas of collaboration related to college and career exploration and readiness; and student programs in the areas of focus of IRD.
  • Identify, develop, and/or promote out-of-school educational opportunities, including camps, for high school Native American students through collaborations with tribal and non-tribal organizations that provide programming in areas of focus of IRD.
  • Assist in identifying, developing, and promoting career exploration apprenticeships, internships, and research experiences for high school students through their schools and host organizations.
  • Plan, develop, and implement strategies for identifying and generating funding and/or resource opportunities for program activities, to include development of grant and other fundraising plans and proposals.
  • Aid in the development and maintenance of a strong Tribal Advisory Committee, Youth Advisory Committee, and the College Advisory Committee for IRD and in the promotion of IRD as a statewide program.
  • Support on-boarding of new IRD staff and student assistants.
Demonstrated professional knowledge and operational expertise within designated area of program focus.

Indian Resources Development (IRD) is a statewide program, in the College of Agricultural and Environmental Sciences at New Mexico State University. IRD offers educational and professional development opportunities for Native American students in high school and college; and supports tribal nations in New Mexico in advancing their economic development goals in agriculture, natural resources, engineering, energy, business, workforce development, and education.
Preferred Qualifications
Preference will be given to applicants whose experience and qualifications include demonstrated knowledge of American Indians including their culture, history, reservation life and educational challenges. Knowledge of federal and state laws affecting American Indians. Knowledge of and experience with Indian resource education and development.
Special Requirements of the Position
Statewide travel is required; personal vehicle required, reimbursed at IRS rates. May need to work after hours or weekends as needed.
