Senior Business Analyst (US east coast work-from-home hours with occasional travel to Washington/Baltimore metro area)
Vytal Solutions, Inc., is a boutique consultancy based in Mc Lean, VA. We provide IT services to small and midsize professional services organizations that serve US federal and state government clients.
We seek a senior business analyst with a disciplined software engineering approach to developing enterprise software systems. Your initial project would be to build a citizen-facing business system for the Medicare prescription drug negotiations program mandated by the Inflation Reduction Act (IRA). You will be part of a 50+ person team of data analysts, Medicare policy experts, programmers, and solution architects. The team would use Agile (Scrum and SAFe) frameworks.

• Analysis of business requirements and design specifications for functional activities
• Explore and pinpoint stakeholder needs and the people who will use the solutions with a focus on delivering business value incrementally
• Lead the elicitation of software requirements by analyzing user needs, regulations, and business policies and collaborating with customers and stakeholders
• Synthesize the findings about user goals, needs, behaviors, and preferences for executive audiences and the software development team
• Develop workflows, flow charts, and user experience design that can translate into detailed business software design.
• Identify software features that enhance the user experience, reduce operating time or improve efficiency
• Identify customer challenges and problems through customer engagement and research initiatives
• Ideate on how updates to the product and services will meet the customer’s needs and validate hypotheses through measurement after updates have been released
• Prioritize and address identified customer challenges and problems through updates to the product and services
• Create and conduct stakeholder and end-user training and develop resources to provide them with the knowledge and tools needed to quickly onboard and interact with the digital product
• Help design interactive websites, dashboards, data analytics, and reporting features that are easy to use
• Provide technical directions to programmers to clarify requirements.
• Supervise BA work
• Use an agile (incremental) mindset to define prototypes for into users’ hands as early as possible to give the design and development team opportunities to adjust based on user feedback about the product
• Provide input for Process Improvements

Qualifications

• Bachelor's degree in a related field
• Minimum of 10 years of relevant experience
• 7+ years of BA experience, preferably in pharmacy benefits manager or Medicare Part D or in the pharmaceutical industry
• Strong analytical and problem-solving skills
• Excellent communication and interpersonal skills
• Ability to work independently and as part of a team
• Ability to meet deadlines and work under pressure
• Knowledge of the Scrum Framework working experience is highly coveted
