Duties & responsibilities
- Conduct climate risk screening and thorough assessment to assigned projects and propose appropriate mitigation measures to ensure projects supported by MIGA are resilient to climate change impacts.
- Lead the identification, tracking and reporting climate mitigation and/or climate adaptation finance opportunities in assigned projects in accordance with the joint Multilateral Development Banks’ (MDBs) Climate Finance Tracking Methodologies.
- Conduct Paris Alignment assessment of assigned projects, including reviewing of the project alignment with the country’s low carbon development and resilient pathways and assessing transition and physical climate risk exposure in accordance with the Joint MDB Methodological Principles for Paris Alignment Assessment.
- Articulate (verbally and in writing) key climate risks and impacts, climate finance, Paris Alignment and other climate related topics to project teams and Management. Contribute to the preparation of project documents, Board documents, strategy and policy documents, talking points, and other materials related to MIGA’s work on enhancing climate action.
- Provide strategic vision and advice on climate mitigation and adaptation topics. Provide thought leadership across the organization on thematic areas and business lines on energy, extractives, infrastructure, agribusiness, manufacturing, services and financial markets.
- Advise internal and external clients on cutting-edge knowledge, innovations, trends and approaches to climate mitigation and/or adaptation, working closely with the project team(s) to create a seamless interface for clients between low carbon transition (including carbon pricing) and broader sector reform policies, climate finance and/or technical assistance/advisory services (if any).
- Provide guidance and technical support to MIGA project teams on topics related to low-carbon development, such as on and off-grid renewable energy generation, energy efficiency, green buildings, ‘just transition’ from coal, greening the financial sector, carbon finance, and relevant climate regulations and policies (e.g. UNFCCC NDCs or low-carbon strategies for MIGA’s client countries).
- Provide technical expertise and support with the calculation of gross and net GHG emissions as well as emission reductions of MIGA’s projects as well as developing systems for Monitoring, Reporting, and Verification of GHG emissions (MRV).
- Identify and develop new synergies and partnerships and deepen existing engagements across teams in WBG and externally.
- Support the unit’s work to further develop background analytical information and climate-related internal guidelines/guidance, tools and/or metrics, as necessary. Develop and support MIGA’s knowledge management on climate action topics by creating a repository of climate change related reports, articles, papers, and update on a regular basis.
- Assess knowledge needs of related stakeholders, identify and design capacity building activities, and provide training to MIGA clients, internal staff, and other specialists, as needed.
- Liaise and engage with relevant operational departments, and/or WBG Climate Change teams, project teams, and MDBs, as required.
- Mentor younger team members and provide intellectual and technical guidance to other specialists.
- As needed, represent MIGA at a Senior level in various fora, including but not limited to, technical conferences and workshops, stakeholders’ meetings, industry events and others.
- Support the implementation of the WBG Climate Change Action Plan, as needed.
Selection Criteria
- Master’s degree (or Ph D) in engineering, physics, chemistry, environment, social science, or other field relevant to low carbon and climate resilient development and a minimum of 8 years of directly relevant work experience in climate finance, climate risk, clean energy transition, or international/multilateral development bank (MDB) operations with expertise in engaging with the private sector on climate action across industries.
- Excellent knowledge of climate change issues related to global environmental management, climate change mitigation/adaptation and greening of financial institutions are required, in as well as deep understanding of the financing landscape and application of climate finance instruments, preferably within an international/developing countries context.
- Deep understanding and experience with the joint MDB climate mitigation and climate adaptation finance tracking and reporting as well as the MDB Methodological Principles for Paris Alignment Assessment.
- Sound knowledge of UNFCCC articles and frameworks, climate finance instruments and mechanisms, and low-carbon development strategies is required.
- Demonstrable technical skills in the areas of clean energy solutions and emission reduction projects, transition and physical climate risk screening, GHG accounting and reporting for investment projects utilizing internationally accepted methodologies.
- Sound understanding of private sector operations is critical.
- Work experience in development organizations preferred.
- Familiar with existing industry and WBG tools of climate risk management.
- Demonstrates ability and the necessary organizational skills to take initiative, personal ownership, and accountability to meet deadlines, work under pressure, balance competing demands and achieve agreed-upon results.
- Strong analytical skills, ability to think strategically, analyze and synthesize data and information and communicate this to diverse audiences.
- Ability to manage multiple projects simultaneously.
- Excellent ability to communicate with a wide range of stakeholders, including with internal and external MIGA clients, government officials, NGO’s / civil society, as well as project investors and their staff.

- Excellent verbal and written English language skills are essential, French is highly desirable.
