The Prince George's County Department of Public Works & Transportation (DPW&T) is currently seeking highly qualified applicants to fill a Senior Human Resources Analyst (Grade G24) position in the Human Resources Division.

About the Position:
DPW&T Human Resources Division is seeking an experienced senior-level professional Human Resources Analyst to support the Department's human resources division in recruitment and staffing, classification and compensation, employee relations, and training and development. Specific duties include but are not limited to conducting bi-weekly check-in meetings with hiring managers on recruitment status; representing the department at designated job fairs; working with subject matter experts (SMEs) to identify and attend relevant recruitment events; employee relations, salary equity reviews for prospective new hires; employee training and development, Family and Medical Leave processing, performance management, processing various personnel actions in the HRIS, and updating and accurately tracking various HR reports. The incumbent works with considerable latitude for independent judgment, action, and initiative to advance complex work assignments and projects according to position significantly established policies and procedures. This position works under the direct supervision of the Chief of Human Resources. All DPWT employees are considered "Essential" and are required to participate in the Department's Snow and Ice Control Program, during natural or man-made disasters and during other special operations as assigned. Essential employees are expected to report or remain at work when others are granted Administrative Leave.

About the Agency:
The Department of Public Works and Transportation (DPW&T) is responsible for nearly 2,000 miles of County-maintained roadways that range from rural to urban classifications. The transportation infrastructure includes 900 bridges, as well as shoulders, sidewalks, curbs/gutters, stormwater management facilities, driveway aprons and nearly 3,000 acres of grassy area - all of which are maintained by staff of the Department. DPW&T’s workforce keeps the County’s various services moving by performing a myriad of activities which include removing snow and ice from County-maintained roadways, upgrading traffic signals, installing streetlights, clearing fallen trees, unclogging drainage inlets and maintaining stormwater management facilities, as well as performing roadway repairs ranging from potholes and sidewalk trip hazards to bridge repairs and resurfacing projects and more.


Examples of Work

  • Provides program management for assigned areas of responsibility which may include any of the following: employee relations, leave administration, compensation and benefits, classification, recruitment, records management, wellness, HRIS systems, onboarding, and employee retention.
  • Assists department managers in staffing and organizational analysis, work simplification and/or other matters affecting the use of human resources and working
    conditions.

  • Obtains and provides answers to procedural questions for employees, managers, and department heads concerning classification and compensation matters.
  • Prepares recommendations, narrative reports, and related work products reflective of the respective divisional missions, goals, and objectives.
  • Involves development and implementation of recruitment strategy, examination development and administration, and analysis of applicant qualifications in
    support of the County Government's hiring and promotional processes.

  • Prepares examinations, construction of test items, review of applications, rating of education and experience, the establishment of eligible lists, and development and interpretation of psychological instruments and data.
  • Reviews applicants' qualifications to determine if minimum qualification requirements are met.
  • Leads, trains, and mentors subordinate human resource personnel.
  • Prepares memorandums, reports, and makes presentations related to HR metrics and/or data.
  • Participates in counseling between employees and supervisors to settle conflicts informally.
  • Ensures official personnel files for active and inactive employees are maintained.
  • Prepares recommendations, narrative reports, and related work products reflective of the respective divisional missions, goals, and objectives.
  • Conducts fact-finding for grievances, analyzes findings, and prepares draft recommendation of disposition for review by supervisor.
  • Leads in preparing drafts of preliminary memoranda, handbooks, booklets, etc., to communicate benefit information to employees.
  • Performs tasks and duties which may not be specifically listed in the class specification or position description but are within the general, occupational category and responsibility level typically associated with the employee's class of work willingly and cooperatively.
  • Performs other tasks and duties assigned, which may not be specifically listed in the position description; however, are within the general occupational category and responsibility level typically associated with the employee's class of work.


Qualifications

  • Bachelor's degree from an accredited college or university in the Human Resources/Personnel Management, Organizational Development, Business/Public Management, Psychology, or closely related field; plus
  • Two (2) year of professional level human resources experience.

An equivalent combination of experience and training will be considered.
Preferred Qualifications:
At least two (2) years of human resources experience working and supporting a unionized work environment
Demonstrated experience performing investigations and written investigation reports
Ability to communicate effectively both orally and in writing
Ability to handle multiple assignments
Ability to exercise initiative and sound judgment
Ability to present in front of an audience
Experience in handling employee relations and/or HR matters
Possession of a SPHR, PHR, IPMA-CS, or equivalent professional human resources certification
Public sector human resource experience
Microsoft Office Applications (Outlook, Teams, Word, Excel, etc.)
Ability to communicate both orally and in writing
Effective oral and written communication principles and practices to include public relations and public speaking
Research methods and report preparation and presentation
Considerable knowledge of the following applications:
  • Microsoft Office Applications (Outlook, Teams, Word, Excel, etc.)
  • SAP
  • Kronos
  • NEOGOV

Knowledge of:
Rules and regulations governing Human Resources activities and functions.
Principles of confidential records and file maintenance.
Principles and practices of effective customer service techniques.
Federal and State laws, rules, and regulations relating to employment practices.
Principles and practices of personnel administration.
Methods and techniques of position and HRIS management

Skill in:
Analyze problems, identify alternate solutions, project consequences of proposed actions and provide recommendations in support of goals.
Assessing and prioritizing multiple tasks, projects, and demands.
Keep abreast of current developments within Human Resources.
Interpret and apply relevant laws and regulations.
Gather and analyze statistical data
Interpret and apply County policies, procedures, rules, and regulations.
Read, interpret, and explain Memorandums of Understanding and Resolutions.
Calculate percentages and perform other mathematical functions.
Communicate effectively both orally and in writing
Independently assimilate facts and draw sound conclusions.
Effectively prepare, review, and revise reports and documents for completeness.
Exercise independent judgment and initiative within established guidelines.
Plan and organize information in a manner that facilitates understanding by employees.
Evaluate and recommend improvements in operations, policies, and procedures.
Establish and maintain effective and cooperative working relationships with County Administrators, Department Heads, employees

General Plan Information:
The Prince George’s County benefits plan year is from January 1 to December 31.
A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.
Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). If you are only adding the stepchildren or child(ren) of a same-sex spouse, you will need to submit a marriage certificate. You will also need to submit the birth certificate of the child(ren) and your spouse must be listed as a parent.
The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).

New employees must enroll in the County’s health benefit plans within thirty (30) days of the hire date.
The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.
After enrolling in the County’s benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
