What We Offer

  • Compensation – We support transparency, equity, and fairness in our compensation programs and provide a reasonable estimate of the salary range, based on data-driven market analysis, for each job posting. While it is not typical for an individual to be hired at or near the top of the range, a reasonable estimate of the salary range for this role in Washington, DC (Headquarters) is $128,100 - $186,700 per year. Team members may also be eligible for performance-based discretionary awards.
  • Hybrid work option – Staff will be assigned to the Washington, DC (Headquarters) office. Staff can choose to live and work from anywhere within the United States but will be required to commute to their assigned office or location for occasional intentional gatherings or meetings at the frequency required by their supervisor. Travel to an assigned office or location for commuting purposes will not be considered reimbursable business travel, unless otherwise required by state law. Business travel is reimbursable in an amount not exceeding the cost to travel from the assigned office or location, unless otherwise required by state law.
  • Generous paid time off – Up to 6 weeks annually, in addition to 12 federal holidays, 2 floating holidays, and a year-end break in December 2024

Role Summary
The Senior Manager, Benefits and Well-Being position will reside in the Office of Human Resources (OHR) and report to the Assistant Director, Total Rewards. This position will be responsible for the day-to-day operations of all health, welfare, and well-being programs and designing, managing, and evaluating competitive benefits that are in alignment with the organization’s overall total rewards strategy. The Senior Manager, Benefits and Well-Being will act as a leader in partnering with key stakeholders to establish benefit and well-being plans, procedures, and programs that consistently strengthen the overall employee experience.
Responsibilities
  • In collaboration with the Assistant Director, Total Rewards, responsible for the on-going development, management, and evaluation of an effective full-lifecycle benefit and well-being strategy.
  • Leverage subject matter expertise as a benefits and well-being leader to understand current and emerging benefit and well-being trends; analyze, research and present cost analysis and benefit and well-being studies to make recommendations for continuous improvement to benefit and well-being programs.
  • Manage the development and implementation of procedures to ensure that benefit and well-being programs are cost effective and administered effectively, efficiently, consistently, and in accordance with all applicable laws and regulations.
  • Partner and collaborate with SME and technical leads to identify and implement continuous benefit practice and process improvements, including on-going utilization of existing and new technologies to facilitate these improvements.
  • Collaborate with team members such as HR Technology, Talent Management Partners, Payroll, and Finance to ensure seamless administration of benefit and well-being programs.
  • Oversee the management of benefits and well-being data, including establishing metrics, data visualization tools, and analytics that inform important business decisions.
  • Lead the development and implementation of compliance reviews for all benefit plans and processes.
  • Lead the oversight of required reporting and reviews for benefit and well-being programs (i.e. 5500, SAR’s).
  • Select and manage vendors to include insurance carriers, brokers, and other benefits services providers and work with our partners on benefit design, cost structure of new programs, and annual renewals to consistently deliver high quality benefits services to the PCAOB workforce.
  • Develop and implement effective vendor evaluation tools.
  • Provide expert support to the PCAOB 401(k) Investment & Savings Plan Fiduciary Committee.
  • Lead the development and implementation of effective benefit marketing and communications strategies and materials, including facilitating presentations to educate staff and promote the PCAOB’s benefit and well-being programs; design comprehensive educational approaches on benefits to staff and managers.
  • Oversee planning, organization, and execution of annual in-person benefits and wellness events in addition to year-round wellness programming.
  • Proactively ensure excellent customer service to resolve staff issues as they relate to benefit and well-being programs.
  • Develop and maintain effective working relationships with organizational leadership, OHR colleagues, and other key stakeholders.
  • Perform the full range of supervisory duties, including evaluating employee performance; making recommendations for appointment and promotion; hearing and resolving complaints; identifying development and training needs of employees; and other related supervisory tasks.
  • Recruit, maintain, and develop staff consistent with business needs.
Qualifications
Education/Technical Expertise
  • Bachelor's degree from an accredited university, in human resources management, business, or related field.
  • 7+ years of human resources experience with considerable experience and expertise in strategically managing benefits and well-being programs, including relationships with benefit providers and third-party administrators, that ensure high quality services in a modern and professional work environment.
  • Proven ability to develop and implement technical solutions in supporting organization wide transformation efforts for improving the employee experience through the delivery of health, welfare, and well-being programs.
  • Deep working knowledge of industry trends related to 401(k), and other nationally based employee benefit and well-being programs.
  • Strong relationship management, organizational, analytical, and project management skills.
  • High degree of working knowledge of the terms and conditions of all benefit and well-being practices, reporting requirements, and related regulations and laws (i.e. ACA, FMLA, ERISA, COBRA, etc.).
  • Experience working with Technology leads, staff, and other key stakeholders to design, test, and implement annual benefit and well-being programs in HRIS systems such as Workday.
  • Experience managing a team, supporting individual growth and development, and mentoring less experienced benefits professionals.
  • Ability to multi-task, organize, and interact effectively with all levels of internal and external customers.
  • Ability to articulate, present to, and collaborate with senior management-level executives regarding benefits and well-being strategy, policy, and procedures.
  • Must be able to take initiative and work independently on projects and devise own methods, approaches, and procedures in fulfilling assignments.
  • Must be able to handle employee-sensitive and business information with utmost confidentiality.
  • Must be able to work under pressure, manage time, be highly organized, set priorities, and meet deadlines.
  • Must be creative and able to think strategically and logically, pay close attention to detail, establish procedures, and follow through until completion.
  • In-depth experience successfully harmonizing diverse and competing interests.
  • Ability to articulate a position with sound logic, supporting empirical evidence, and impartiality.
  • Ability to effectively represent the organization to a variety of both internal and external constituencies.
  • Superior verbal and written communication skills.
Preferred Qualifications
  • MBA or master's degree in human resources.
  • A professional HR certification (i.e. SPHR, CEBS or other accredited certification body).
