These positions are located in the Office of Military Adviser in the Office of Military Affairs (OMA), Department of Peace Operations (DPO). The core task of OMA is to provide military expertise to DPO, the Department of Operational Support (DOS), and other parts of the Secretariat and the UN System when requested, Member States and Military components in the United Nations peacekeeping missions. The Senior Programme Officer reports to the Military Adviser. The Senior Programme Officer deals with a variety of political and managerial questions entrusted to the Military Adviser; providing political and managerial advice as required; liaising and coordinating with the relevant services and teams reporting to the Military Adviser as well as other parts of the peace and security pillar; and supporting the implementation of change management initiatives.
Responsibilities
Within delegated authority, the Senior Programme Officer will be responsible for the following duties: (These duties are generic, and may not be performed by all Senior Programme Officers.) · Contributes to the development and implementation of OMA’s programme of work, budget and medium-term plan and participates in the overall approval of the programme of work, and administrative matters concerning OMA; support the coordination of OMA’s work with relevant stakeholders. · Leads and coordinates the provision of day-to-day support to the Military Adviser, reviewing all documents from OMA services and teams reporting to or through the MILAD for political and operational sensitivities, ensuring that the outputs produced by the services and teams reporting to or through the MILAD maintain high-quality standards and are consulted with the relevant Offices of the peace and security pillar. · Liaises with Troop-Contributing Countries, including French-speaking ones, and Regional Organizations on political and strategic issues as necessary and upon the request of the MILAD. · Takes the lead to implement OMA’s change initiatives, monitoring progress towards agreed targets and timelines, monitoring and assessment; directs review of relevant documents and reports; identifies priorities and sequencing, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. · Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels. · Directs research and programme evaluation and presents information gathered from diverse sources when required. · Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities. · Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. · Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. · Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.) when required. · Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization as needed. · Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff when applicable. · May perform other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience
A minimum of ten years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or a related field, of which at least two years in a managerial capacity focusing on the provision of political and operational advice in a peacekeeping context is required. Experience in the integrated planning and support of multi-dimensional operations is required. Experience providing advice to senior United Nations officials and preparing reports for United Nations intergovernmental bodies, in coordination with relevant offices within the Department of Peace Operations and with other relevant UN entities, is required. A minimum of five years of service in a peacekeeping operation or at UNHQ, of which at least two in a managerial capacity managing a multidisciplinary team, focusing on the provision of political and operational advice in a peacekeeping context is required. Experience in managing a multi-disciplinary team is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both oral and written English and French is required. Knowledge of another official United Nations language is an advantage.
