POSITION MANDATE

Resonance seeks a Chief of Party (COP) to lead the anticipated five-year USAID-funded Innovative Ecosystems Activity in Vietnam. This Activity will aim to support the Government of Vietnam (GVN) in its effort to enhance Vietnam's innovation ecosystems and innovators' market opportunities in line with the National Strategy on the Fourth Industrial Revolution Towards the Year 2030 (NS/IR). Key technical areas of focus include 1) promoting the commercialization of innovations targeting market opportunities pursued by innovators, entrepreneurs and intrapreneurs; 2) linking Innovation Ecosystem Actors (IEAs) (e.g., national, regional and higher education institution (HEI) innovation centers (ICs), Vietnamese owned/operated enterprises, chambers of commerce, business associations, HEIs, think tanks) to improve the innovation ecosystem business enabling environment; and 3) working with and through key IEAs (KIEAs) (e.g., national, regional and HEI ICs, accelerators, incubators, Vietnamese and FDI owned/operated enterprises, HEIs, nonbank financial institutions (i.e., venture capital and private equity firms) (NBFI), and banks) to develop the business acumen and startup skills of innovators, entrepreneurs and intrapreneurs.

The COP will be responsible for technical leadership, administrative oversight, and overall coordination of the activity. S/he will serve as the principal institutional liaison with USAID and key stakeholders, as well as ensure the quality, timeliness, and efficiency of all products and interventions generated under the Activity.

This is a full-time position based in Hanoi, Vietnam.

OUTCOMES / ESSENTIAL FUNCTIONS

Provide strategic and technical leadership and/or oversight of all activities and outputs, including extensive technical inputs across one of more areas, such as innovation ecosystem development/strengthening, private sector engagement, entrepreneurship skill development, business enabling environment, and partnership development.
Represent the project externally and ensure close coordination with partners in the government, private sector, key local stakeholders, financial institutions, and donor communities.
Lead financial oversight and procedures and ensure compliance with USG regulations and Resonance policies.
Provide technical advice, oversight, or leadership on all technical activities, which may include the design, methodology, and tools for some activities.
Oversee monitoring, evaluation, learning, and reporting to ensure the program adapts as needed to meet objectives and learning is acquired and shared broadly to maximize impact and sustainability.
Manage project team; oversee, mentor, and provide guidance to short- and long-term staff.
Assume responsibility for overall USAID contract management, ensuring quality control and timeliness of deliverables.
Enable and support organization in driving social, economic, and environmental impact.

REQUIRED EDUCATION & EXPERIENCE

Master’s degree or higher in international development, public policy, business administration, development economics, or other relevant discipline.
8+ years of relevant progressive international experience related to innovation ecosystem strengthening, entrepreneurship development, business enabling environment, partnership development, and/or private sector engagement.
10+ years of relevant professional experience related to the management or implementation of international donor-funded development projects.
Experience as a Chief of Party or leader of a donor-funded activity of similar scope and budget.
Excellent written and oral communication skills in English.
Experience working independently to meet deadlines and quality expectations, as well as a member of a larger team for multi-component assignments.

PREFERRED EDUCATION & EXPERIENCE

Strong network of government, NGO and civil society, donor and private sector in Vietnam and/or the Southeast Asia region.
Foreign language ability in Vietnamese.

TRAVEL EXPECTATIONS
The employee must be able to travel domestically and/or internationally and up to 20% for work assignments.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets.

As a part of the responsibilities for this job, the employee is required to communicate, detect, converse with, discern, convey, express oneself, and exchange information orally and in writing with others. The employee must be able to remain in a stationary position, sitting at a desk for prolonged periods, move or traverse inside the office and facilities; operate, activate, use, prepare, inspect, place, detect, or position computers and other office equipment, such as a calculator, copy machine, furniture, and computer printer. The employee must be able to make substantial repetitive motions of the wrists, hands and fingers. The employee must be able to lift and move up to 15lbs at times.
