Capacity Building Officer

Join ADEC as a Capacity Building Officer to support the Capacity Building Team Leader in delivering educational training and well-being activities for participants from diverse backgrounds.
The Capacity Building Officer co-designs and facilitates group training programs under the supervision of the Capacity Building Team Leader. This role requires the use of own car to travel to multiple locations to deliver activities to the community and attend community expos and will be reimbursed as per ADEC policy.
The Capacity Building Officer role will contribute to conducting regular evaluations, reporting on activities, and applying for grants to develop ADEC’s programs ensuring alignment with community needs. The Capacity Building Officer reports to the Capacity Building Team Leader. This is a Part-time Position of 60.8 hours per fortnight, fixed-term contract till December 2026.
OUR IDEAL CANDIDATE WILL
  • Relevant Tertiary Qualifications or equivalent experience in community engagement or capacity building.
  • Strong Customer Service skills and a people-oriented approach with experience supportingpeople with disabilities, ethnic communities, and a wide range of stakeholders.
  • Confident in Delivering Educational Training workshops and activities to the community.
  • Self-motivator with the ability to work autonomously and cooperatively as a member of a team.
  • Solid Organisational skills which include managing time to determine priorities and activities planning.
  • Happy to travel to multiple locations and attend community expos to connect with people from ethno-specific backgrounds.
ABOUT ADEC
ADEC is a state-wide Victorian organisation established in 1985 to advocate for and assist people with disability and older people in need of support from diverse cultural backgrounds, and their families and carers. ADEC exists to empower people, fight inequality, nurture community cohesion and advocate for the full inclusion of the people we serve within broader society.
ADEC provides advocacy services, capacity building programs for people with disabilities, community aged care services, Plan Management (NDIS), NDIS Appeals, and direct personal and domestic care support services. ADEC also actively participates in systemic advocacy and collaborative activity in support of more effective and inclusive disability and aged care sectors. ADEC currently serves around 1700 clients with around 200 staff.

KEY RESPONSIBILITIES
  • Develop relationships with ethnic community leaders and ethno-specific organisations to create a dialogue around service access issues and develop collaborative capacity-building information workshops to meet community needs.
  • Co-design information workshops, creating helpful resources; and engaging with internal and external stakeholders to support people living with various barriers.
  • Support the Capacity Building Team Leader in enhancing the quality of group activities being delivered, in addition to referring and connecting clients to relevant ADEC programs.
  • Identify and participate in community expos to connect with people from different cultural backgrounds and expand professional networks.
  • Develop and nurture connections within the Culturally and Linguistically Diverse (CALD) community, including asylum seekers and refugees, fostering inclusive and supportive relationships.
  • Organise regular education, information, and well-being activities for ethno-specific communities.
  • Deliver education programs to the local community support organisations to build resilience and guide the ethnic community by referring them to specialized services based on their needs.
  • Provide information to assist people from ethnic communities to make informed choices about service options.
  • Support the Capacity Building Team Leader in developing funding submissions for the program’s development.
  • Network and promote the objectives of ADEC’s CB program with local community organizations.
  • Identify and apply for grant projects.
  • Evaluate and maintain records of their work with clients and groups and provide this information to the Capacity Building Team Leader in support of funding submissions.
  • Meet assigned targets for the number of clients to be supported through the CB program.
  • Manage a portfolio of projects, casework, and CB sessions as assigned by the Capacity Building Team Leader.
  • Plan a quarterly program of capacity-building education and information activities and present it to the Capacity Building Team Leader for approval.
  • Regularly review programs of activities to ensure that they meet the expressed needs of participants.
  • Provide a monthly report to the Capacity Building Team Leader.
  • Attend and participate in staff meetings, and other internal working groups or meetings as required (including Board meetings).
  • Must be prepared to work in outlying ADEC sites and other support services sites as required by the Capacity Building Team Leader.
  • Other duties as directed by the Capacity Building Team Leader.
